COURSE WAIVER PROCESS
A. Reserve Force Readiness System (RFRS) Staff Element
Responsibilities, COMDTINST 5320.4 (series)
1. In accordance with REF (A), members currently assigned to
a SERA billet are expected to complete the SERA Coast Guard
Learning Management System (LMS) course (502466) as one of
the requirements to attain the SERA competency code. This
course is currently offline undergoing revision. The revision
is scheduled to be completed in February 2022 with launch
anticipated in the second quarter of CY22.
2. This ALCOAST announces a waiver process for completion of
the SERA course to allow members otherwise qualified to attain
the SERA competency code while the current course is offline.
All other requirements for attaining the SERA competency code
remain the same.
3. Units may conduct local SERA workshops to meet the SERA course
requirement. Any SERA workshops under consideration for approval
of a waiver must incorporate training in all of the SERA primary
responsibilities listed in paragraph 12.b.(2) of REF (A).
4. To qualify for credit in lieu of the SERA course, units must
submit a waiver package through their District (dxr) or DOL-1,
as appropriate, to COMDT (CG-R55) for approval. The waiver package
must include a memo waiver request, a detailed agenda, sample
course materials, and a roster of attendees. Local workshop
waivers will be evaluated against the course performance objectives.
5. If the waiver is approved, members otherwise qualified may
be granted the SERA competency code; however, they are highly
encouraged to take the SERA LMS course once it becomes available.
6. Waiver request packages and questions may be submitted to
COMDT (CG-R55) POC: LCDR Samantha Block at
Samantha.M.Block@uscg.mil.
