1. Congratulations to CDR Melanie Burnham for being selected as the
IAEM Uniformed Services Caucus, Uniformed Emergency Manager of the
Year. CDR Burnham serves as the Incident Management Section
Chief for USCG PACAREA's Operations Division. CDR Burnham provides
oversight for all emergency management, environmental response,
readiness, and incident management strategic planning direction for
units throughout PACAREA's 74 million square mile area of
responsibility. CDR Burnham drives policy development to enhance
response training, capability, and ensures operational readiness
for oil spill response, transportation security incidents, severe
weather, pandemic, and other crisis response events. In addition,
CDR Burnham provides expert facilitation of exercises and joint
crisis response, in addition to fostering cooperative interagency
and port partner relationships. CDR Burnham significantly increased
the effectiveness of all training and response for the PACAREA
National Incident Management System Area Command (AC),
Collateral Duty and Reserve Incident Management Assist
Teams and led the AC through two highly active tropical storm
and wildfire seasons while assigned as the Deputy, Area Commander
during the unprecedented, extremely dynamic, and prolonged COVID-19
response.
2. The mission of IAEM is to advance the profession by promoting the
principles of emergency management; to serve its members by
providing information, networking, and professional development 
opportunities; and to advance the emergency management profession.
CDR Burnham will be honored during the IAEM Annual Conference in
Grand Rapids, MI, October 18 - 21, 2021.
3. Due to the latest COVID-19 travel and safety guidance, COMDT
(CG-OEM) will not sponsor general attendance to the IAEM Conference.
COMDT (CG-OEM) will manage the conference attendance quotas to
provide travel funds for this year and last year's IAEM award
winners.
4. Members who have been chosen to speak or present at the IAEM
Conference are authorized to use one of the approved quotas. Units
are responsible, with Operational Commander's authorization, for
funding travel and issuing travel orders of all COMDT (CG-OEM)
approved quotas for those members selected to speak or present
at the conference. All attending speakers or presenters shall
travel in accordance with the latest COVID-19 travel and safety
guidance outlined in REF (A).
5. Members who are approved for a conference quota and subsequently
submit a travel claim, are to be aware for the potential of
reimbursement to their Government Travel Card (GTC) may be delayed
until FY22 Q2.
6. Following the conclusion of the conference, COMDT (CG-OEM) is
required to submit a post conference report. All presenters and
attendees who incur travel costs shall electronically submit a
copy of their approved Travel Voucher or Sub-voucher, DD Form 1351-2
to the COMDT (CG-OEM) POC NLT December 03, 2021.
7. The authorized uniform for conference attendees is Tropical Blue
Long with garrison cover or civilian equivalent. The authorized
uniform for presenters and for the closing banquet is Service Dress
Blue or civilian equivalent.
