SUBJ: SOLICITATION FOR FY22 MIDGRADE OFFICER AND CIVILIAN
TRANSITION COURSE (MOCTC) AND SENIOR LEADER TRANSITION COURSE (SLTC)
1. This ALCOAST provides an overview and Electronic Training Request
(ETR) submission procedures for the Midgrade Officer and Civilian
Transition (MOCTC – 100139, O3/GS12) and Senior Leader Transition
(SLTC – 100437, O4/GS13) Courses for FY22. The Office of Leadership
(CG-128) and Leadership Development Center implemented and piloted
these courses in FY21. These courses were formerly known as MOCTC 1
and MOCTC 2.
2. The Midgrade Officer and Civilian Transition Course (MOCTC)is
targeted for all O3 and GS-12 CG personnel. As officers and
civilian personnel transition to roles of greater responsibility
and broader impact, their leadership abilities and approaches
must evolve to handle more complex leadership challenges.
The primary focuses of MOCTC are Leading Self and Leading Others
with learning outcomes that enhance self-awareness, critical
thinking, and interpersonal mastery. MOCTC aims to provide
graduates developmental experiences to prepare them for service
as Coast Guard leaders who:
    a. Evaluate self-awareness to discover intrinsic motivations
and formulate a plan for self-improvement;
    b. Analyze and improve the level of critical thinking to be
prepared for future adaptive challenges; and,
    c. Develop the capacity to engage in higher levels of productive
relationships.
3. MOCTC commitment: MOCTC is delivered in a blended format over
a period of six weeks including five weeks online pre-residency
work followed by a one week, in-person resident session. The online
coursework requires a 2-3 hour commitment per week and includes
reading, participation in online discussion boards, and various
other assignments. Completion of the online coursework is a
requirement to attend the residency period.
4. MOCTC convenings: Two convenings will be offered in FY22.
Resident sessions will convene on:
    a. MOCTC 01-22: 11/15/2021 – 11/19/2021 in New London, CT; and,
    b. MOCTC 02-22: 12/13/2021 – 12/17/2021 in Washington, DC.
5. The Senior Leader Transition Course (SLTC) is targeted for all
O-4 and supervisory GS-13 CG personnel. As officers and civilian
personnel advance in our organization, they must activate their
transition from operational leaders focused on tactical competency
to leaders who can effectively engage on the strategic and
organizational level required as a future senior leader. O-4s and
GS-13s must expand their ability to become intellectually agile and
engage in finely tuned diagnostic skills to maneuver in the dynamic
conditions of highly complex, strategic environments. The primary
focuses of SLTC are Leading Performance and Change and Leading the
Coast Guard with learning outcomes that enhance decision making,
strategic and systems thinking, and teaming, shared leadership and
change management. SLTC aims to provide graduates developmental
experiences to prepare them for service as Coast Guard leaders who:
    a. Assess, develop, and articulate reasoned judgments on tactical
and strategic issues;
    b. Develop and interpret the role of strategic and systems
thinking throughout your world of work; and,
    c. Generate the processes and capabilities to lead the
collaboration with teams and external stakeholders to execute
innovation and positive change.
6. SLTC commitment: SLTC is delivered in a blended format over

8. To request to attend either MOCTC or SLTC during FY22, have your
unit training officer submit an ETR via Direct Access (DA). The DA
course code for MOCTC is 100139 and the DA course code for SLTC is
100437. The ETR submission date is how the MOCTC and SLTC courses
are slated – first come first served.
