1. This ALCOAST announces the release of REF (A), which joins
REFs (B) through (I) as the next Coast Guard doctrinal publication
and the first focused on the Coast Guard Reserve.
2. This seminal document introduces essential concepts and
overarching guidance for the Reserve Component (RC) and its
utilization in support of Coast Guard missions. It defines and
explains the essence of the RC and provides a clear Service vision
for the RC as an operational capability. This doctrine captures our
Reserve history, experience, structure, operations, and purpose
of the RC as part of an integrated Coast Guard workforce.
3. A contingency-based workforce, the RC trains locally to deploy
domestically and globally in response to man-made and natural
disasters. Mission success in the Coast Guard's fully integrated
workforce demands a well-prepared, ready Reserve in contingency and
non-contingency environments. This doctrine highlights the dynamic
history, capability, and strength of the RC as a dedicated asset and
force multiplier for the Coast Guard.
4. Understanding the foundation and direction of the RC is important
to future mission success. Accordingly, Commanders shall require
widest distribution and application of this capstone publication. I
encourage you to discuss Pub R on mess decks, hangar decks, in the
chiefs mess, and in wardrooms across the Service.
