MANUAL AND APPOINTING WARRANT OFFICERS MANUAL

1. This ACN announces updates to Article 3 of REF (A) and article 4
of REF (B). COMDT (CG-741), COMDT (CG-13), and PSC-OPM collaborated
to redefine the appointment requirements for Marine Safety
Specialist Deck (MSSD) and Marine Safety Specialist Engineering
(MSSE). The updated language reflects the requirement for candidates
for MSSD and MSSE specialties to successfully complete the EMITP.
2. Update REF (A) to add subparagraph (7) to Article 3.H., which
reads, "Applicants to the MSSD and MSSE specialties must have
successfully obtained the Journeyman Marine Inspector (JMI)
requirements outlined in M1500.6 article 4.a through the EMITP
program."
3. Update to REF (B) Article 4.a, which now reads, "EMITP
participants will remain enlisted for up to three years in
order to complete their training in Apprentice Marine Inspector
billets. Participants who meet the eligibility requirements,
including four qualifying Inspection competencies towards
Journeyman Marine Inspector (JMI) at least one of which is
domestic and one of which is a foreign competency or advance
competency as defined in the AJMI descriptions will have the
opportunity to apply for appointment to Chief Warrant
Officer prior to completing their three year apprenticeship.
EMIs who have served at least eighteen months as an EMI computed
to 1 January of the year in which the Warrant Officer Appointment
Board convenes shall be the sole applicants for commissioning to
MSSD/MSSE. Additionally, as per REF (A), EMITP participants and
applicants for the EMITP should provide documentation of any
merchant mariner’s credential, sea time, or any degree with a
technical concentration in engineering, science, or equivalent
experience."
4. If the EMITP is not able to meet throughput requirements in
a particular promotion year, non-EMITP applicants will be afforded
the opportunity to compete for the remaining vacancies as alternate
candidates.
5. This update is effective immediately and will be reflected in
the next revision of REF (A) and REF (B), which will be released
within the next year.
6. This message will be cancelled on 10 AUG 2022.
