AWARD ANNOUNCEMENT
A. Recognition Programs Manual, COMDTINST M1650.26 (series)
1. I am pleased to announce MK1 Kayla Shier from USCG Station
Manasquan Inlet as the winner of the 2020 Fireman First Class
Paul Clark Boat Forces Engineer Award. This prestigious annual
award recognizes an exemplary Coast Guard boat engineer who
demonstrated sustained superior performance, proficiency of
craft, and leadership. Her technical acumen, expertise, and
commitment distinguish MK1 Shier as an expert technician,
humanitarian, and innovative leader. Her example is a standard
to emulate for boat forces professionals throughout the Service.
MK1 Shier's qualifications include 47-foot Motor Lifeboat (MLB)
Engineer, Response Boat-Small II (RB-S II) Crewmember, Victim
Advocate, Professional Development Coach, and Hazmat Control
Officer. MK1 Shier assumed the role of a Chief Petty Officer
for a period of four months and managed a twelve-person
department, two 47-foot Motor Lifeboats, two 29-foot Response
Boat Smalls, 34,194 square feet of real property, and an annual
engineering budget of 115 thousand dollars. MK1 Shier also
excelled in the civil engineering aspects of her position.
Petty Officer Shier diagnosed the cause for the station's
multi-million dollar complex HVAC failure and saved the Coast
Guard an estimated $25K. To read a full narrative of her

2. Each year it is extremely difficult to select only one recipient
from the superb group of petty officers who are nominated for this
award. I am pleased with the number of exceptional quality
nomination packages that were submitted and commend all those who
took time to acknowledge the many outstanding boat engineers we
have throughout the Boat Forces community. The following are the
