SERVICES AWARD WINNERS
1. I am honored to announce and congratulate Commander
Hoon Park, U.S. Coast Guard Academy, and Chief Petty
Officer Richard Hofschneider, Sector Guam, as 2021
Federal Asian Pacific American Council (FAPAC) Uniformed
Services Award recipients.
2. CDR Park serves as the Associate Director of Student
Engagement and Diversity Outreach for the Academy’s
Admissions Office. As the advisor for the cadet’s Asian
Pacific American Council, he personally mentored and
ensured clear communication between cadets and Academy
leadership. Notably, he organized a luau in celebration
of Asian American and Pacific Islander Heritage Month,
which has turned into an annual Academy-wide event.
CDR Park also volunteered as coordinator for the Academy
Minority Outreach Team, which connects applicants with
active duty mentors. His focus on matching prospective
cadets with officers of similar background and understanding
has resulted in a significant increase in applications,
historically high retention rates, and classes graduating
the largest number of Ensigns from the Asian American and
Pacific Islander community.
3. Chief Hofschneider serves as the sole member of the Sector
Guam Ready for Operations Team. He volunteers as a collateral
duty recruiter for Guam and champions recruiting in several
other countries across the region. Chief Hofschneider built
strong relationships with high schools, local governments,
and the Department of Defense to leverage recruiting and
communication outreach. He organized a team of Coast Guard
members to assist with recruiting, who answer questions
about the military and provide tours of Coast Guard assets.
His efforts resulted in increased applications for the College
Student Pre-Commissioning Initiative and he actively recruited
over 90 people to apply for Coast Guard service. As a result
of his hard work and success in reaching members of the Asian
American and Pacific Islander community, Recruiting Command
will re-establish a recruiting office for the Western Pacific
area in 2022.
4. I commend CDR Park and Chief Petty Officer Hofschneider for
their outstanding contributions, achievements, and exemplary
service. FAPAC will recognize both members during its Virtual
National Training Program ceremony on 26 May 2021.
