1. The Department of Defense (DoD) Liz Blanc Exceptional SARC of
the Year Award for the Coast Guard is presented each April to an
individual (military or civilian) from each military service, which
includes the Army, Marine Corps, Navy, Air Force, National Guard
Bureau, and the Coast Guard. This award recognizes individuals
whose work in the field of sexual assault prevention and response
has been particularly noteworthy, and demonstrates outstanding
support of our service members.
2. I am pleased to announce that Ms. Shari Freeman, Regional SARC,
District Five (Training Center Cape May) has been selected as the
2021 Exceptional SARC of the Year for the Coast Guard. Ms. Freeman
provided programmatic oversight for 1,650 active duty and reserve
personnel attached to 35 units throughout New Jersey, Delaware,
Pennsylvania, and the Recruit population at the Coast Guard’s only
enlisted accession point-Training Center Cape May. Ms. Freeman
utilized her engaging training style and innovative tactics to train
1,700 personnel during the COVID-19 pandemic. She restructured all
courses to be delivered by alternate means, and encouraged others to
become force multipliers in their respective units throughout
District Five. In support of the Coast Guard’s mission to prevent
sexual assault and to respond effectively when it does occur,
Ms. Freeman provided additional coverage to other Coast Guard
Districts as needed. The extraordinary efforts demonstrated by
Ms. Freeman in her area of responsibility has greatly improved the
visibility and trust in the Coast Guard Sexual Assault Prevention,
Response and Recovery (SAPRR) Program, and has made a tremendously
positive impact on the Command Climate throughout District Five.
3. I applaud all the nominees for their accomplishments and their
commanding officers for taking the time to submit well-deserved
nominations. Bravo Zulu to Ms. Freeman on her significant
accomplishments!
