SUBJ:  2020 SOCIETY OF AMERICAN MILITARY ENGINEERS (SAME) AWARD
WINNER ANNOUNCEMENT
1. Congratulations to the winners of the 2020 Society of American
Military Engineers (SAME) Awards for making outstanding contributions
to the Coast Guard (CG) Civil Engineering (CE) Program and advancing
the 2017-2021 Shore Infrastructure Program goals and objectives:
   a. The Cowart Plaque for CE Organizations is awarded to the
Facility Design and Construction Center (FDCC). FDCC managed a
significantly larger than normal portfolio of 58 projects valued
at $1.69 Billion in 2020. These projects directly enhance operational
capability and improve mission support to Coast Guard members and
their families. Every FDCC Project carried unique challenges,
often in a resource confined budget climate. FDCC completed and
awarded projects for new FRC and OPC homeports across the Coast
Guard, all while executing key FY18 Hurricane Supplemental rebuild
projects.
   b. The Cowart Plaque for Facility Engineering Organizations
is awarded to Base Honolulu Facilities Engineering Division (FED).
Base Honolulu maintains over 50 percent of the entire District 14
shore plant and despite reduced staffing due to the challenges of
the COVID-19 pandemic, achieved an average rate of 96.4% for on
time Operational Level Maintenance Completion.
   c. The Oren Medal is awarded to LT John Houk, Facility Engineer
for Base Charleston. LT Houk was essential to the success of the
exceptionally complex land exchange with South Carolina Ports
Authority (SCPA) and during the course of negotiations was the
face of the Coast Guard while dealing with numerous state and
federal agencies. Thanks to LT Houk's work, the Coast Guard has
the land needed to expand Base Charleston into the homeport of
tomorrow. Even while performing the duties of a senior O-5 project
manager for the Land Exchange, he continued to execute the duties
of Facility Asset Manager, Facility Engineer, and coordinated 300
hours of CEU Miami volunteer time with recruitment events and
Universities, High Schools, and Service Academy Fairs.
   d. The Sargent Medal is awarded to Mr. Wayne Barnes in the Base
Portsmouth Public Works Division. Mr. Barnes is responsible for
maintaining 364 real property assets, worth $235M, with 482,000
square feet of building, and 4,031 equipment items. Through his
work he increased the Base Unaccompanied Personnel housing utilizing
trailers to create a critical space of 200+ cutter personnel
requiring quarantine to support Atlantic Area's fleet readiness.
2. The Panel received many well deserved nominations for these
awards. The Panel would like to thank the commands who took the
time to recognize their personnel and to especially highlight
the following nominees for their hard work and accomplishments
throughout the year. Bravo Zulu for a job extremely well done.
