1. Purpose: This ALCOAST formally announces the Shore Forces Reserve
Management Plan (SFRMP). In support of REF (A), the SFRMP
establishes a reserve structure within the Shore Forces Enterprise
and clarifies the role of the Shore Forces Reserve Workforce by
providing SELRES Incident/Emergency Management personnel to meet
contingency operations, support Coast Guard surge and mobilization
requirements, and augment the Service’s day-to-day missions.
2. Background: In alignment with REFs (B), (C) and (D), the
Office of Shore Forces (CG-741), in consultation with programmatic
stakeholders, including program offices and DCO/DCMS Rating Force
Master Chiefs, developed the SFRMP which captures programmatic
requirements for the Shore Forces Reserve billet positions and
units. The SFRMP will help COMDT (CG-741) manage billet and unit
competencies to ensure competency data is current, accurate, and
consistent across the Shore Forces Enterprise.
3. Action: Shore Forces Units must review the SFRMP Memorandum and
Enclosure 1. The SFRMP Memorandum and Enclosure 1 can be found on
the Shore Forces Enterprise Portal Page:

Each unit must develop an implementation plan to align with the
SFRMP within 1 year of this ALCOAST. The implementation plan must
align position based competencies per the SFRMP and will remove all
competencies that are not listed. These position based competencies
have been selected to optimize augmentation and contingency
operation needs while aligning advancement requirements for the
enlisted ratings. These are minimum positioned specific requirements
that are based on competencies that can be attained through the
48/12 drill standard. Additional, relevant unit based competencies
are encouraged once primary competencies have been obtained.
Commands may leverage unit based competencies already obtained by
members to enhance unit mission capabilities, however they will not
be held to these standards in accordance with SELRES readiness
requirements.
4. COMDT (CG-741) will coordinate implementation meetings with
Districts and Sector Reserve Force Readiness (RFRS) staff in the
following order: D14, D17, D13, D11, D08, D09, D01, D05, D07.
Shore Forces Units should begin to develop a plan and work towards
alignment of these competencies to ensure meeting full implementation
within 1 year of this ALCOAST.
5. This SFRMP will only apply to the reserve workforce that resides
within the Shore Forces Enterprise (SFE), specifically at Sectors,
Marine Safety Units (MSUs), Marine Safety Detachments (MSDs), Sector
Field Offices (SFOs), Activities, and Coast Guard Command Centers.
