SUBJ: SOLICITATION FOR THE 2021 LIZ BLANC EXCEPTIONAL SEXUAL
ASSAULT RESPONSE COORDINATOR (SARC) OF THE YEAR AWARD
1. The Department of Defense (DOD) Exceptional SARC of the
Year Award is presented each April to an individual (military
or civilian) from each military service. This program recognizes
individuals whose work in the field of sexual assault prevention
and response has been particularly noteworthy and demonstrates
outstanding support of our service members. Recognition will
be announced during the Sexual Assault Awareness and Prevention
Month (SAAPM) in April 2021. An award will be presented to
each of the following entities for a total of six awards,
which includes the Army, Marine Corps, Navy, Air Force,
National Guard Bureau and the Coast Guard.
2. All six service awardees must meet all of the following
eligibility requirements:
    a. Only COMDT (CG-111) may submit the name of the Coast
Guard’s Exceptional SARC awardee.
    b. Each nominee must be eligible or certified as a SARC
through the DOD Sexual Assault Advocate Certification Program
(D-SAACP) at level II or higher or National Advocate
Credentialing Program (NACP) Basic level or higher.
    c. No anonymous nominations will be accepted.
    d. Nominees may be military members or federal civilian
employees (APF & NAF).
    e. Nominees must have served for a minimum of 6 months as
the SARC on an installation, in a deployed environment, or
in a reserve component during some or all of the 1 January
2020 – 31 December 2020 timeframe.
    f. Sexual Assault Prevention Response and Recovery (SAPRR)
Victim Advocates (VAs) who perform the duties of a SARC are
eligible.
    g. A nominee may have completed a permanent change of
station or transfer during the award timeframe.
    h. Written documentation must be provided annotating the
commanding officer performed a review of the nominee’s personnel
records to ensure it contained no adverse actions during the
award period.
3. Nominations for the 2021 Coast Guard Exceptional SARC of
the Year must include the following:
    a. Cover Sheet - Nominee’s full name, unit name, office
address, office and cell phone numbers, and email address.
    b. Photo – Digital (jpg format) head and shoulder color
photograph.
    c. Narrative – Details of efforts and services in supporting
the Sexual Assault Prevention and Response (SAPR) program and/or
victims from January 1, 2020 - December 31, 2020. Not to exceed
two pages, single-spaced, one inch margin, and 12-point font and
include the following:
        I. Actions on behalf of sexual assault victims
that demonstrates a professional and quality response. Describe
the demonstrated impact;
        II. Accomplishments on behalf of the SAPR program with
Service members, to include training and education of Service
members on SAPR and how are those accomplishments are unique
and original;
        III. Notable actions has the nominee has taken to enhance
response and program management during COVID;
        IV. Demonstrated character, competency, and commitment
in the role of a SARC, program manager, and leader of sexual
assault VAs;
        V. Impact of efforts on the organization. Provide a
description and illustration of this impact;
        VI. Influence on attitudes, policies, or practices within
their area of operation that positively contributed to a healthy
command climate. Provide an example;
        VII. Demonstrated innovation, especially in new or
non-traditional areas of VA;
        VIII. Contributions to a stronger sexual assault response
team including collaborative efforts.
    d. Biography – One, 8.5 x 11” page maximum, single-spaced,
standard paper size, 1 inch margin, and 12-point font.
    e. Citation – Not to exceed 16 lines, single-spaced, portrait,
justified, and Times New Roman, 12-point font. Must be a Microsoft
Word document (no PDF) highlighting the nominee’s accomplishments
with all acronyms spelled out.
4. Submit nominations by 8 March 2021 to the HSWL Service Center
SAPRR Program Coordinator, Mr. Magnus Graham
(magnus.j.graham@uscg.mil) and the SAPRR Program Manager (CG-1111),
Ms. Michelle Underwood (michelle.a.underwood@uscg.mil). During
the month of April, the DOD Sexual Assault Prevention and Response
Office (SAPRO) will notify the Coast Guard who will notify the
awardee of their selection. DOD SAPRO will follow Service
notification with a letter of congratulations. Service awardees
and their efforts may be highlighted in SAPRO's media outlets
such as DOD News, sapr.mil, DOD SAPR Connect, and service media
outlets.
