SUBJ: 
1. This ALCOAST solicits submissions for the 2021 Federal Asian
Pacific American Council (FAPAC) Civilian Awards, which recognize
individuals who have made significant contributions to the
advancement of Asian Americans and Pacific Islanders (AAPIs) and to
the promotion of diversity and inclusion among the Federal
Government workforce. The performance period for award consideration
is Fiscal Year 2020 (October 1, 2019 - September 30, 2020) or
Calendar Year 2020 (January 1 - December 31, 2020).
2. Award Categories: One winner will be selected per category for
each paygrade cluster (GS-12 and below, GS-13 to GS-15, and Senior
Executive Service) for a total of nine awards. Commands are
encouraged to submit employees for multiple categories and
paygrades. The FAPAC Civilian Award Categories are:
   a. Outstanding Individual Leadership: An individual who has
shown bold leadership and innovative ways to promote Equal
Employment Opportunity, Affirmative Action, and Diversity and
Inclusion.
   b. Excellence in Individual Achievement: An individual who has
made significant contributions toward AAPI representation at all
levels.
   c. Diversity Excellence: An individual who has shown a
remarkable contribution to diversity and inclusion through
collaborative effort.
3. All nominations will be evaluated according to the following
criteria:
   a. Assisted the Agency in recruiting, promoting, establishing,
and maintaining an effective and equitable workplace for AAPIs.
   b. Promoted AAPI competencies, cultures, contributions, work
ethic, and behavior related to the agency's employment.
   c. Promoted AAPI career development through mentoring,
leadership, and/or relationship building.
   d. Organized activities that promote equal opportunity and
cultural awareness of the AAPI community.
   e. Displayed exceptional leadership that resulted in significant
workplace changes or contributions.
4. Nomination packages must include the following:
   a. Letter of Nomination by the nominating official that does not
exceed two pages (single-spaced, 12 font size). The letter should
highlight and specify the Nominee's achievements related to the
award category.
   b. The nominee's curriculum vitae (CV) or resume.
   c. One-page biography of the nominee.
   d. Citation including major accomplishments of the nominee
(not to exceed 12 lines).
   e. Digital color or black and white head shot photo (jpg, png,
tiff file).
5. COMDT (CG-00H) will send all nominations to FAPAC. A panel of
judges at FAPAC will make the final selections and notify
individuals and nominating offices. An ALCOAST will announce the
winners.
6. Nomination packages must be forwarded as email attachments to
