1. This ALCOAST announces the 16th Annual BEYA Stars
and Stripes and the 25th BEYA STEM Conference which
will be held February 11-13, 2021. Due to overwhelming
concerns about the COVID-19 virus and with safety as
a priority, all BEYA 2021 STEM Conference events will
be 100% virtual. The BEYA 2021 STEM Conference event
theme this year is, STAND UP. STEP UP. MAKE THE CHANGE.
ANSWERING THE CALL……YESTERDAY. TODAY. TOMORROW. The
US AIR FORCE is the featured service, led by four-star
General Charles Q. Brown, the first African-American
Chief of Staff to lead any branch of the United States
Armed Forces.
2. The purpose of the BEYA 2021 STEM Conference is to
recognize outstanding Black/African-American achievements
in the STEM industry and the armed forces, including the
US Coast Guard. The event is open to all US Coast Guard
employees. The BEYA STEM Conference provides educational
opportunities, career development guidance, mentoring
opportunities as well as professional networking opportunities,
all of which enhances a Coast Guard employee's career.
The US Coast Guard is pleased to announce the below BEYA
2021 winners:

3. IAW DHS Conference Policy (online or in-person): If the
event is an online/virtual conference and the registration
fee is under $2,500 per person irrespective of the number
of attendees, then a conference package is not required.
However, COMDT (CG-127) must provide a final count of all
USCG participants in the BEYA 2021 STEM Conference. Please

4. Commanding Officers are encouraged to support the professional
development of government personnel. However, on-line
registration fees will be at unit expense.
The BEYA 2021 STEM Conference fees are:
BEYA Conference All-Access Pass - $950.00
BEYA One-Day Pass (Thursday/Friday) - $475.00
BEYA One-Day Pass (Saturday) - $475.00
Stars & Stripes Awards Event Only - $75.00
All participants will be responsible for establishing their
online platform and connectivity to the BEYA 2021 STEM
Conference.
5. For military members permissive orders are authorized IAW
CH 2.a.10. of REF (A). Attendance via permissive orders is
unlimited for military members, but must notify COMDT (CG-127)
as per the above instructions in paragraph 3.
6. For civilian employees, attendance is considered work time.
For civilian employees, self-funding attendance, supervisory
approval to attend during work time must be indicated by email,
and reflected in the remarks section of the employee's timecard.
The remarks must state the employee's approved work is to attend
the BEYA 2021 STEM Conference during his/her scheduled tour of
duty from 11 February 2021 to 13 February 2021. The employee's
attendance at events outside of the employee's scheduled
tour of duty is not required and is at the employee's discretion
therefore overtime and compensatory time for work cannot be
approved.
