COVID-19: Updated MMC and TWIC Guidance

USCG Headquarters has recently issued two updated MSIBs relating to Merchant Mariner Credentials (MMCs) and Transportation Worker Identification Credentials (TWICs):

USCG MSIB 08-20, Change 5: This update concerns MMCs, medical certificates, and course approvals. Generally, credentials and certificates that expire between March 1, 2020 and June 30, 2021 are extended until the EARLIER of:

• October 31, 2021; OR
• One (1) year after the initial expiration date of the credential (i.e., one year after the expiration date printed on the credential). 

Additionally, course and program approvals that expire between January 1, 2020 and December 31, 2020 are extended for six months from their current expiration date.

USCG MSIB 13-20, Change 2: This update discusses USCG and TSA flexibility regarding TWIC requirements, including TWIC Reader implementation and other security requirements. Notably:

• While the TWIC Reader Rule implementation date of June 7, 2020 remains in place, the Coast Guard will delay enforcement until April 30, 2021. 
• Mariners applying for an original credential need to demonstrate that they have enrolled for a TWIC. For mariners already holding a MMC, if their TWIC expires, and their credential remains valid, then no action needs to be taken and the credential remains valid.
