SUBJ:  MANDATORY ASSIGNMENT TO UNACCOMPANIED PERSONNEL LEASED HOUSING (UPLH)
A. Coast Guard Housing Manual, COMDTINST M11101.13 (series)
1. This ACN announces a change in policy for assignment to Unaccompanied
Personnel Leased Housing (UPLH). In order to provide quality housing for junior
single personnel, avoid vacancy costs, and retain UPLHs in remote or isolated
locations, effective immediately REF (A) is updated to require mandatory
assignment to vacant UPLH rooms for single E-4s and below assigned afloat and
ashore. Single members E-3s and below assigned afloat will be given priority for
assignment to vacant UPLH rooms. Priority for assignment to UPLHs will be as follows:
   a. Single members in paygrades E-3 and below assigned to sea duty,
   b. Single members in paygrades E-3 and below assigned ashore,
   c. Single members in paygrade E-4 assigned to sea duty, and
   d. Single members in paygrade E-4 assigned to ashore.
2. Once assigned to UPLH, members in paygrade E-4 assigned to sea duty and ashore
and E-3 and below assigned ashore may request to live on the economy by submitting
a request to the Local Housing Officer (LHO). A waiting list must be maintained by
the LHO, a member’s position will be determined by the date of the request. Single
members in paygrade E-3 and below assigned to career sea pay eligible units are not
entitled to Basic Allowance for Housing and may not be released from UPLH.
Members must only be released when the UPLH is fully utilized and additional rooms
are needed for newly arriving members. Household goods transportation for members
released from UPLH will be at the member’s expense. Priority for release from UPLH
will be as follows:
   a. Single members in paygrade E-4 assigned ashore or sea duty, based on date of
the request,
   b. Single members in paygrade E-3 assigned ashore based on date of the request, and
   c. Single members in paygrade E-2 assigned ashore based on date of the request.
3. The LHO may grant a release from mandatory assignment to UPLH when:
   a. UPLH rooms are either fully occupied or not available,
   b. When newly assigned members E-4 and below assigned ashore or E-4 assigned to
sea duty already rent or own housing in a geographic area within a reasonable commuting
distance of their new PDS, and
   c. When it is known that inbound members have a higher UPLH assignment priority
than newly reported members. All other UPLH waiver requests must be submitted to the
Area Housing Authority (AHA).
4. Single E-4s or below assigned ashore or single E-4s assigned to sea duty currently
residing on the economy may remain on the economy for the length of their current and
any extended tour of duty. All single E-4s or below assigned ashore or E-4s assigned
to sea duty released to the economy by the AHA or LHO may remain on the economy for
the length of their current and any extended tour of duty.
5. Leased Housing Contracting Officers (LHCO) may not procure additional UPLH rooms
to require mandatory assignment of unaccompanied E-4s or below assigned ashore or E-4
assigned to sea duty. Additionally, LHCOs must continue to consolidate or terminate
UPLHs when no longer needed. Waiver requests to retain fully vacant leases beyond
10 days, not to exceed 30 days may be submitted to CG-PSC-PSD-fs-HMS. Waivers to
retain vacant leases beyond 30 days must be approved by COMDT (CG-1333) thru
CG-PSC-PSD-fs-HMS.
6. This policy will be incorporated into par. 3.B. of REF (A) within 12 months.
