SUBJ:  PROMULGATION OF UPDATE TO MANPOWER REQUIREMENTS MANUAL
A. Coast Guard Manpower Requirements Manual, COMDTINST M5310.6
B. Coast Guard Manpower Requirements Manual, COMDTINST M5310.6A
1. This ACN announces the cancellation of REF (A) and promulgation
of REF (B).
2. Changes to the updated Manual include:
   a. Establishment of standard allowances and modeling rules.
   b. Establishment of a rank distribution pyramid.
   c. Establishment of Manpower Availability Factors (MAF).
   d. Modification of the stakeholder review process for Manpower
Requirement Determinations.
3. Questions regarding Manpower Requirements Determination policy
may be directed to COMDT (CG-1B4) at: HQS-DG-lst-CG-1B4@USCG.MIL.
