SUBJ: DISESTABLISHMENT OF FOOD SERVICE ASSISTANCE AND TRAINING TEAM
A. Coast Guard Food Service Manual, COMDTINST M4061.5 (series)
1. This ALCOAST announces the closure and transition of the Food Service
Assistance and Training (FSAT) Team and announces new Modernized Ready
Learning resources to support the readiness of Food Service Officers (FSO)
and Command Cadre to manage CG Dining Facilities.
2. Effective immediately, FORCECOM will no longer conduct Dining Facility
assessments or assistance visits, and all specific legacy FSAT functions
will cease. POCs for specific support issues are listed in paragraph 4
below. FORCECOM, COMDT (CG-1111), and Subsistence Product Line (SPL)
will align all training activities and performance support to address
program and fleet requirements.
3. As part of the final transition, three legacy FSAT positions will remain
with TRACEN Petaluma and continue to support FSO training and the Dining
Facility Performance Support Architecture (DF-PSA). The DF-PSA is anchored
by the FSO C-School and comprised of an expanding portfolio of on–demand
modernized ready learning resources to support FSOs and commands in the
operation of Dining Facilities, to include:
a. FSO– Purchase vs Allowance (FSO-PVA). Conversion of the existing FSO
C-School into a blended learning format expands the availability of this
critical training while decreasing the cost and travel burden on both the
students and their units;
b. FSO – Perpetual Inventory (PI). A new FSO C-School tailored to larger
commands using the Perpetual Inventory system is under development and will -
convene in the summer of 2021 in the blended learning environment;
c. Command Cadre Virtual Training. FSO C-School instructors will deliver
standardized virtual training sessions to Command Cadre during command training
courses (PCO/PXO Afloat, PCO/PXO Aviation, Sector Department Head, Command
Assignment Preparatory Training, and Boat Forces CO/OINC/XO/XPO). This training
will introduce Command Cadre to DF-PSA resources developed specifically to
support their roles in dining facility management;
d. FSO Relief Job Aid. As referenced in CGTTP 4-11.17 (Coast Guard Dining
Facility Administration Management Tactics, Techniques, and Procedures), a job
aid for the FSO relief is kept updated on the CS Portal; the link can be found
in paragraph 5. This job aid details responsibilities for both incoming FSO and
Command Cadre positions, and will be updated in the near future with detailed
checklists modified from the legacy FSAT unit assist report, to further support
the relief process. These checklists, along with monthly and annual reports,
are critical processes for units to ensure accountability and will be a key
part of FSO and Command Cadre training programs;
e. On-demand Resources. All C-School resources (job aids, demonstrations,
and lectures) are available to FSO school graduates on the CS’s Milsuite page
and CS Portal Page (see links in paragraph 5). FSOs may continue to contact
the school instructors with any questions regarding topics covered during the
course. FSOs can also access the 'Ask an Instructor' feature on CG Portal, to
quickly submit questions for assistance and support, based on a particular
subject area. This feature is continuously monitored.
f. CGHowTo videos. A new video library has been established on the CS Portal.
Videos are available to support Culinary Specialists and Professional Development
Coaches in performing and evaluating Rating Performance Qualifications (RPQ) for
advancement, support Command Cadre in interpreting and verifying monthly reports,
and conducting sanitation inspections;
g. Performance Qualification Standard (PQS). PQS for Duty Cook and Jack of
the Dust positions are under development, with an anticipated roll-out date in
the summer of 2021. These packets will outline standard practices to guide units
for training and qualification in these important duties, and be augmented by
additional virtual resources to the DF-PSA.

to identify trends that require assistance.

field assistance or to recommend changes to job aids’ instructional materials, and
course content questions.
