SUBJ:  PEC/EMSC WAIVER REQUEST PROCESS
A. Contingency Preparedness Specialist (MARECP) Performance Qualification Standard
1. This ALCOAST announces the PEC/EMSC Waiver Request Process.
2. During CY19-CY20 the legacy Preparedness and Exercise Course (PEC) C-school was
updated and converted to the Emergency Management Specialist Course (EMSC).
However, COVID-19 travel and training restrictions caused delays in TRACEN
Yorktown’s ability to host the new course.
3. COMDT (CG-OEM) recognizes that the inability to attend either PEC or EMSC may
halt members’ progress in attaining REF (A). In order to promote members’
professional development and ensure Coast Guard unit readiness, COMDT (CG-OEM)
will accept waiver requests on a case-by-case basis. 
4. The waiver process may be used in situations where the member has met the
following:
    a. Member has successfully completed REF (A), except for attending PEC or EMSC;
    b. Member has successfully completed a MARECP unit oral board;
    c. Member has submitted at least one Electronic Training Request (ETR) for
either PEC or EMSC, but did not receive a quota; and
    d. Member has completed FEMA E/K/L0146 Homeland Security Exercise and
Evaluation Program (HSEEP)
5. Members who meet the above requirements and desire a waiver must follow the
process outlined below:
    a. Waiver requests must be submitted to COMDT (CG-OEM-1), copying the respective
District and Area planning staff.
    b. The PEC/EMSC Waiver Request Memo Template can be found on the COMDT (CG-OEM)
Portal site at: https://cg.portal.uscg.mil/units/cgcpe/SitePages/Home.aspx.
    c. Waiver requests must include a statement from the command indicating the
following: member is MARECP PQS complete (to include successful completion of an
oral board); the number/dates of ETRs the member has submitted and times not
selected; and impact to the unit/member if the waiver is not granted.  
    d. COMDT (CG-OEM) will review the waiver package and render a decision via
Coast Guard standard memo. Once granted, waivers are permanent.
