SUBJ:  UPDATED CIVIL RIGHTS MANUAL COMDTINST M5350.4E
A. U.S. Coast Guard Civil Rights Manual, COMDTINST M5350.4 (series)
1. This ACN announces the release of REF (A).
2. The Civil Rights Manual provides updated policy and guidance for Coast Guard
Military Equal Opportunity (EO) and Civilian Equal Employment Opportunity (EEO)
programs.
3. All Coast Guard Unit Commanders, Commanding Officers/Officers-in-Charge,
Deputy/Assistant Commandants, Judge Advocate General and Chief Counsel, and
Chiefs of Headquarters Staff Elements shall comply with the provisions of
this Manual.
4. With the release of this Civil Rights Manual, the previous Civil Rights
Manual, COMDTINST M5350.4D is canceled.
5. Significant changes in the updated Manual include:
    a. Updated requirements for Anti-Harassment and Hate Incident (AHHI) convening orders.
    b. Prohibited use of Command Climate Surveys in response to an AHHI allegation.
    c. Updated to ensure AHHI investigators are not from same unit where allegation
arose, and no professional/personal connections with parties associated with the
investigation.
    d. Updated to require legal review/clearance of Investigative Report (IR).
    e. Added requirements for confidentiality of complaint, timelines for completion
of investigations, and opportunity for complainants to raise concerns involving
process with the convening authority.
    f. Added requirement for disciplinary decisions be documented, including
decisions not to take disciplinary action.
6. No paper distribution will be made of this Commandant Instruction. Official
