SUBJ:  TARGETED MID-TERM COUNSELING FOR OFFICERS
A. Officer Accessions, Evaluations, and Promotions, COMDTINST M1000.3A
1. This ACN announces a change to REF (A), regarding required mid-term counseling
for officers. While mid-term counseling has been required since 2016, this change
provides direction to aid rating chains in addressing subordinate performance and
also particular items deemed critical by Coast Guard senior leadership.
2. In REF (A), Section 5.B.5.g. is changed to read: “to “Require mid-term counseling
in accordance with guidance issued by Commandant (CG-1).”
3. Commanding Officers and Officers in Charge will ensure the widest dissemination
of this ACN among all personnel.
4. Policies and standards in REF (A), not specifically addressed by this ACN,
remain unchanged.
5. Questions regarding policy or other human resource management matters may be
