1. OVERVIEW. This ACN provides amplifying information to paragraph 2.a of REF (A)
and policy changes to REFs (B) through (D).
2. REENLISTMENT FOR SELECTIVE REENLISTMENT BONUS (SRB).
   a. The three (3) month prior to End of Enlistment (EOE) and anniversary
reenlistment criteria identified in REFs (B) and (C) are hereby omitted and no
longer in effect. All members eligible for an SRB may reenlist at any time prior
to their EOE within the Fiscal Year (FY) for which an SRB is offered. For example,
if a member’s EOE is 04 August 2021 and eligible for an SRB offered in FY21, the
member may choose to reenlist at any time after the start of the fiscal year
(01 October 2020) and prior to their EOE.
   b. This change only applies to those members eligible for an SRB outlined in
REF (B) and REF (C). All SRBs earned as a result of members reenlisting within
the FY of their applicable EOEs will no longer be prorated for an early reenlistment.
Members are now authorized the total bonus amount of the applicable SRB for EOE
reenlistments. Exceptions to this policy change are for those members whose current
enlistment incurred an obligated service due to a monetary bonus incentive or
reenlistment during the 6, 10 and 14 year anniversaries. Other obligated service
outside of EOE will continue to follow prorated policy calculations accounting
for obligated service up to the member’s original active duty service commitment.
   c. The following language replaces paragraph 1.B.5.e of REF (C):
Reenlisting Prior to Their End of Enlistment. Members are authorized to reenlist
any time within the Fiscal Year (FY) of their End of Enlistment (EOE) year if the
member is eligible for an SRB. Under no circumstances will an individual be permitted
to reenlist any earlier than the applicable FY of their EOE for SRB purposes alone.
However, a member who must obligate service for some other reason (e.g., transfer,
training, advancement, tuition assistance, or other obligations as required) may
reenlist for a period greater than the minimum required for the purpose of gaining
entitlement to an SRB.
   d. The following language replaces paragraph 1.B.5.i. of REF (C):
Reenlisting Prior to 6th, 10th, or 14th Year of Active Service. Commanding officers
are authorized to effect early discharge and reenlist members within the Fiscal Year
of their 6th, 10th, or 14th year active service anniversary dates (not to be confused
with the normal expiration of enlistment), for the purpose of qualifying for a Zone A,
B, or C SRB. In such cases, SRB payments will be reduced by any portion of unserved
service obligation. Commanding officers must ensure that such members are fully
qualified to receive an SRB and advise them that all periods of unserved obligated
service will be deducted from their bonus entitlement. Any such discharges must be
under authority of REF (F), Military Separations, COMDTINST M1000.4 (series),
indicating discharge for the purpose of immediate reenlistment at the Convenience
of the Government.
   e. The following language replaces paragraph 1.E.6.a.(1) of REF (B): 
Selective Reenlistment Bonus: To receive a Selective Reenlistment Bonus (SRB),
a member must reenlist within the Fiscal Year (FY) of the date of discharge and
meet the eligibility requirements contained in REF (F), Military Bonus Programs,
COMDTINST M7220.2 (series). 
3. TRANSITION OF SRB ELIGIBLITY. The following exception applies for FY21 SRB
eligibility during the transition from “within three months” of EOE or (6, 10,
or 14 year) anniversary to “within fiscal year” of EOE or (6, 10, or 14 year)
anniversary outlined in paragraph 2. Members authorized an SRB IAW REF (E) who
have an EOE or 6 or 10 year anniversary occurring between the dates of 01 Oct 2021
to 31 Dec 2021 may still be eligible for an applicable FY21 SRB as long as
reenlistment occurs NLT 30 Sep 2021.
4. OBLIGATED SERVICE FOR INTELLIGENCE SPECIALIST (IS) CLASS A SCHOOL. After
further review of the obligated service requirement for IS Class A school, current
requirements will remain in effect. Graduation from IS Class A school will remain
a two (2) year obligated service commitment.
5. These changes will be implemented into the next revision of REFs (B) through (D),
which will be released within the next year.
6. Policies not specifically addressed in this ACN remain unchanged.
