SUBJ: AWARD OF THE HUMANITARIAN SERVICE MEDAL FOR SUPPORT OF HURRICANE
DORIAN RESPONSE AND RECOVERY OPERATIONS
A. Coast Guard Military Medals and Awards Manual, COMDTINST M1650.25

1. The Vice Commandant approved the award of the Humanitarian Service
Medal (HSM) on 19 July 2020 for Hurricane Dorian operations. The HSM
requires only one day of direct support for a member to qualify for
the award.
2. ELIGIBILITY CRITERIA:
A. Period of Award (POA): 26 August to 15 September 2019.
B. Area of Eligibility (AOE):
1) The following counties in Florida: Baker, Bradford, Brevard,
Broward, Clay, Duval, Flagler, Glades, Hendry, Highlands, Indian
River, Lake, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange,
Osceola, Palm Beach, Putnam, Seminole, St. Johns, St. Lucie, Volusia,
and Union.
2) The Bahamas.
C. Eligible Personnel: All service members who provided direct
hands on support of operations in the AOE and meet the criteria
contained in reference (A) and herein.
3. VERIFICATION AND AUTHORIZATION:
A. The first O-6 or above in the member’s chain of command may
direct the issuance of the HSM to service members under their command.
B. Commands must verify that members recommended for the HSM meet
eligibility criteria in paragraph 2. A CG-1650 is not required and
commands may utilize existing internal administrative review processes
in vetting eligibility determinations.
4. ISSUANCE AND SERVICE RECORD ENTRIES:
A. Commands should make appropriate Direct Access entries and issue
award elements as authorized in paragraph 3.A.
B. HSM Direct Access Entries:
(1) Award Approval Date: date member has completed direct
support and is authorized in 3.A. above. The issue date may not be
earlier than the date of this message.
(2) Honor and Award: CGNP “Humanitarian Service Medal”.
(3) From Date: start date of direct support
(4) To Date: end date of direct support
(5) Grantor: DORIAN
C. The HSM does not have an accompanying certificate, citation or
other documentation, other than electronic database entries.
D. Only one award of the HSM is authorized. Members previously
awarded the HSM denote subsequent awards with a 3/16-inch bronze or
silver star (sixth award) per reference (A).
5. Units may procure the HSM and ribbon set using the following
MILSTRIP information: NSN: 8455-01-063-4674, Unit of Issue - EA,
Source of Supply - SMS (Note: This is a change from the source of
supply listed in reference (A)).
