SUBJ: UPDATE 1 - NOVEMBER 2020 SERVICEWIDE EXAMINATION (SWE)
COMPETITION
A. ALCGENL 143/20 DTD 24 JUL 20 NOVEMBER 2020 SERVICEWIDE EXAMINATION
(SWE) COMPETITION
B. SWE Officer Handbook
1.  This message updates the schedule for the November 2020 Servicewide Examination (SWE)
competition promulgated in Reference A.
2.  Due to COVID-19 safety considerations and potential conflicts with the national election, this
update provides Commanding Officers (CO) additional flexibility in administering the November
2020 SWE. All other requirements outlined in Reference A remain in effect.
3.  Schedule.
a. AM and PM 02 NOV 2020 (Monday) SWE for ADV to E-5
b. AM and PM 04 NOV 2020 (Wednesday) SWE for ADV to E-6
c. 05 NOV 2020 (Thursday) SWE for ADV to E-7 (AM) and E-8 (PM)
4. COs shall review and adhere to the instructions listed in Reference B, the SWE Officer
Handbook. The SWE Officer Handbook is available at
https://cg.portal.uscg.mil/units/ppc/Shared%20Documents/ADV/sweBooklet.pdf.
5.  If availability permits, larger commands should consider sending designated SWE Officers to
smaller units instead of bringing members into one centralized location as authorized in
Reference B.
6. A recently approved policy change to Commandant Instruction M1000.2(series) extends SWE
administration authority to E-8 Officers in Charge (OIC). As such, all E-9 and E-8 OICs shall
comply with the requirements of this ALCGENL, and those contained in References A and B.
7. To protect the integrity of the SWE process, COs must ensure candidates are directed to
refrain from discussing, posting, or otherwise sharing the contents of the SWE during the
extended testing period. It is vital to the integrity of the SWE process that information not be
prematurely disclosed.
8. Candidates taking SWEs are advised that these tests are to be treated as FOR OFFICIAL USE
ONLY. Upon completion of this exam, candidates shall not discuss the exam with other
candidates who are scheduled to, but have not yet taken this exam. For example, those candidates
in another time zone or candidates scheduled to take the exam or substitute exam at a later time or
date. Following the exam, candidates may discuss and make notes on topics they recollect from
the exam to aid them in future study for future exams. This information may be shared among
peers or study groups after all exams have been administered, however, it is expressly prohibited
from posting any SWE information online or otherwise transmitting it via the Internet. This
direction constitutes a lawful order under Article 92 of the Uniform Code of Military Justice.
9. PPC (ADV) is the single POC for all SWE inquiries. They can be reached by e-mail at PPC-
DGCustomerCare@uscg.mil. For additional SWE information go to the PPC (ADV) home page
