1. This message announces an update to Reference (a). 
2. See PSC-OPM-3’s CG Portal page for a detailed summary of changes to the
reference (a).  Major changes include:
a. Administratively Determined (AD-00) civilian employees serving as a
Department Head at the U.S. Coast Guard Academy may now serve as both Sup and
RO on the same OER.
b. An O-6 or GS-15 may now serve as RO for the final Continuity OER for a
retiring Captain.
c. Prohibition on gender specific pronouns in the narrative blocks of the
OER.
d. DUINS submissions are only authorized for those officers in receipt of PCS
assignment orders to an academic program, industry training, or flight
school.
e. Requirement of an annual 30 Apr DUINS OER for Ensigns that are assigned to
flight school for their first tour.  This OER is optional if a regular OER
was completed within the previous 184 days.
f. Amended language for Disciplinary Action OERs to avoid "double jeopardy"
for OERs where one infraction is recorded in multiple OERs.
3. The Program Manager for the OES is PSC-OPM-3.  I highly encourage all
commands to review the revised CG OES Procedures Manual and visit PSC-OPM-3’s
CG Portal page (http://cglink.uscg.mil/1d34ffab) for additional information.
4. PSC-OPM-3 and PSC-RPM-1 are available to conduct training on the OES.
