ASSIGNMENT YEAR 2021 (AY21)
1. Eligible officers are strongly encouraged to apply for the Mission Support Industry
Training Program. This program is a specialized training program outlined in REF (A)
that allows Coast Guard members to conduct industry training with private industry
firms of national significance, Department of Defense (DoD) partners, or other
Government Agencies. Mission Support Industry Training Program selectees will be
chosen this fall by a selection panel to participate in one of two sub-programs:
C5I Industry Training (C5IIT) or Naval Engineering Industry Training (NEIT).
2. Industry training is accomplished through a one-year program conducted from June
to June in conjunction with the transfer season. Operational demands, such as contingency
operations or individual circumstances may make it difficult for some members to conduct
their industry training in the traditional timeframe. In such instances, requests for
alternative schedules may be considered on a case-by-case basis. Mission Support Industry
Training Programs are normally conducted in the region of plausible follow-on assignments
within the officer’s specialty (i.e., Naval Engineer or C5I billets) and the industry
training is intended to directly support the stated objectives of the sub-program assigned.
3. All candidates must be active duty O2 – O4 and must be tour complete in Assignment
Year 2021 (AY21). Due to availability of staff and field unit follow-on assignments,
individuals presently at both field and staff units may apply.
4. C5IIT, managed by Commandant (CG-68), is available to experienced C5I officers that
have demonstrated a track record of high performance as well as an innovative and
creative attitude. C5IIT participants will enhance their Cybersecurity skillset and
gain valuable project management experience through focused observation and study of
external Coast Guard organizations as they seek to engineer, field and support new
technologies. C5IIT participants are expected to be established Coast Guard C5I
officer's that have successfully competed at least two diversified assignments within
the C5I specialty that offer exposure to designing, implementing, and supporting/operating
technologies within the Coast Guard as well as experience with C5I policy or budget
development. C5IIT participants will have the opportunity to participate with industry
leaders with the Program Manager’s approval.
5. NEIT, managed by Commandant (CG-45), is available to experienced officers with the
CG-NEN10 specialty and a consistent track record of high performance and innovation
within the Naval Engineering community. NEIT participants will broaden their professional
experience and knowledge through extensive exposure and work with industry partners who
are on the cutting edge of program/project management, reliability centered and predictive
maintenance practices, policies, and procedures, and innovative recruitment, retention,
leadership, teamwork, and workforce motivational methods. NEIT participants will
normally be established Coast Guard Naval Engineers with successful tours in both
shore side mission support and field level Naval Engineering positions that provide
the officer with a broad perspective of the Naval Engineering program. NEIT participants
will have the opportunity to participate with industry leaders with the Program Manager’s
approval.
6. Selection to fill these programs will be made during the selection panel. The
breakdown of available Mission Support Industry Training billets in AY21 is as follows:
    a. C5IIT: One (1) one-year training billet
    b. NEIT: One (1) one-year training billet
7. Officer applicants are required to submit a My Panel Submission in Direct Access by
following the guidance in REF (C) and REF (D). Of note, applying for one or more Mission
Support Industry Training Programs does not count against the limit of applying for up
to three PG/ADV ED programs. Standardized test scores are not required for the Mission
Support Industry Training Program.
8. Additional Mission Support Industry Training Program guidance can be found on the

indicate the following information on their My Panel Submission: Why the applicant would
like to be considered for the Mission Support Industry Training Program, which program
they are interested in attending, what special skills, interests, or perspective they
would bring to the program, and their desired (general) follow-on assignment preference.
9. Commanding Officer endorsements are required and shall contain a summary of the
applicants interests, ability, knowledge (including relevant education, training, and
competencies), and potential value to the service related to the requested industry
training sub-program. Endorsements must specify sub-program and desired training location.
10. The deadline for completed My Panel Submissions is 12 June 2020.
11. Orders for the Mission Support Industry Training Program will be provided according
to the standard timeline for a summer transfer.
12. Mission Support Industry Training incurs obligated service of three years for a one
year program as detailed in REF (B).
