1. The goal of the EPO screening process is to develop a pool of candidates
that meet the qualification criteria prior to the assignment season as per
section 1.C.7 of reference (A). EPO assignments will be slated ahead of all
other general duty assignments in AY21 in order to optimize the candidate
pool.
2. Interested members are reminded that eligibility for an EPO position is
conducted by a screening panel and not a board. To better align
expectations and allow members the opportunity to compete successfully,
applicants need to follow all instructions in this message and ensure that
they meet the qualification criteria for assignment as outlined in section
1.C.7.b of reference (A) prior to screening submission.
3. Eligible Applicants:
a. All AY21 tour complete E7 and E8s.
b. Any E7 or E8 in a billet to paygrade mismatch.
c. Any E7 or E8 in a double encumbered position.
d. Any E7 or E8s above a revised Service Wide Exam (SWE) cut.
e. Personnel who participated in the May 2019 SWE for E7 and E8 are
encouraged to apply and screen for EPO during the AY21 screening
process, in the event the member becomes above a published SWE cut.
4. Application procedures:
a. The EPO screening panel will open on 20 May 2020, all members
desiring to screen must submit a command endorsed request no later than
17 Jul 2020. No late submissions will be accepted.
b. EPO screening requests must be entered using the "My Panel Submissions"
link under Task in Direct Access (DA).
c. An EPO screening panel request process guide, e-Resume command
endorsement guide, as well as template for EPO endorsements and
instructions on how to check your command endorsement submission can be
found at reference (C).
d. EPO submission and appropriate endorsement remains the overall
responsibility of the member.
5. Command Endorsement:
a. The DA panel submission must be used for endorsements, any other
submission media will not be accepted. To promote a fair and balanced
competition for all applicants, commands and applicants must ensure their
endorsement addresses the appropriate categories as listed in section
1.C.7.c, paragraphs 2.a. through 2.g, of reference (A).
b. Commands are strongly recommended to utilize the EPO endorsement
template in reference (C) to ensure endorsements are in compliance and
complete.
6. Screening Panel Results:
a. A separate ALCGENL message will be released no later than 30 August,
2020 directing members to reference (C) for a complete listing of members
who successfully screened for EPO afloat.
b. Successfully screening for EPO does NOT alone guarantee an EPO
assignment, extension, or fleet-up to an EPO position.
c. Slating for general duty positions will begin after EPO assignments
are complete in accordance with reference (D).
d. A solicitation message will be released for any unfilled EPO positions.
These opportunities will be open to successfully screened EPO candidates
who did not receive an EPO position from their AY21 EPO e-resume, along
with any members above any newly established SWE advancement revisions.
e. All EPO orders will be issued no later than 20 October 2019.
