SUBJ: MOTORCYCLE SAFETY TRAINING REIMBURSEMENT PROGRAM

1. The purpose of this ACN is to announce continuation of the motorcycle safety
training reimbursement program and to provide updates to training cost
reimbursement procedures.
2. Our people are our most valuable asset. To help ensure the safety of our
motorcycle riders, REFs (A) and (B) outline the Coast Guard’s comprehensive
motorcycle safety program. This safety policy includes a mandate that active
duty members, and reserve members in duty status, who operate a motorcycle must
be properly licensed, compliant with applicable vehicle registration and insurance
requirements, and have completed motorcycle training, regardless of where they ride.
3. Initial and periodic refresher motorcycle training may be obtained from
Department of Defense (DoD) or Coast Guard (CG) motorcycle training facilities,
when available. Alternately, commercial training resources can be used, provided
the course meets the requirements described in para 5.
4. Before beginning to ride, and at least once every 5 years, all riders listed in
Paragraph 2. are required to attend an approved motorcycle training course to
develop and maintain proficiency.
5. There are many motorcycle training vendors that provide a wide range of safety
courses. Riders should consult with their Unit Motor Vehicle Safety Coordinator to
determine the best quality local resources. Any course must meet the following
requirements:
    a. Be certified by the Motorcycle Safety Foundation (MSF) or a state-sponsored
program (e.g. Team Oregon, Idaho STAR) at: https://www.msf-usa.org/
    b. Be one of the following: Basic Rider Course (BRC), Experienced Rider Course
(ERC), Advanced Rider Course (ARC) or equivalent course with classroom and
on-motorcycle instruction.
    c. Provide a Certificate of Completion following the course.
6. Reimbursement is subject to the following conditions:
    a. Only courses listed in para 5.b. are authorized for reimbursement.
    b. Reimbursement is limited to $350.00.
    c. Reimbursement is limited to active duty personnel.
    d. Due to end of fiscal year close-out, training shall not occur between 15SEP
and 01OCT annually. Training occurring within this time window will not be reimbursed.
    e. Only one training course will be reimbursed every 5 years.
    f. A complete reimbursement package shall be submitted within 30 calendar
days of the training graduation date.
7. A complete reimbursement package contains the following:
    a. Signed OF-1164 Claim for Reimbursement for Expenditures on Official Business.
Ensure trainee EMPLID is used.
    b. Graduation card bearing vendor name, course name, date of graduation and
student name.
    c. Payment receipt.
8. The trainee shall complete the following reimbursement procedure:
    a. Schedule authorized training.
    b. Pay vendor using personal funds and obtain a receipt.
    c. Complete the motorcycle safety training and receive a course completion card.
    d. Submit reimbursement package via CG intranet to: MCTRNGREIMBURSEMENT@USCG.MIL
within 30 calendar days of the training graduation date.
9. The reimbursement package will be reviewed by the Motorcycle Safety Program
Manager for accuracy and then forwarded to FINCEN for execution. The trainee
will receive reimbursement via electronic funds transfer within 30 to 60 days
after submission to FINCEN.
10. This update will be included in REF (A) within one year from the promulgation
of this ACN.
