SUBJ: AY21 BOATSWAIN'S MATE OFFICER IN CHARGE (OIC) AND
EXECUTIVE PETTY OFFICER (XPO) SCREENING PANELS

1. PSC-EPM will convene the AY21 OIC screening panel during
the week of 27 JUL 2020. The AY21 XPO screening panel will commence
on 30 SEP 2020.
2. The OIC/XPO screening panels are charged with selecting a pool of
qualified candidates for potential assignment to OIC/XPO positions.
Incumbent OICs and XPOs who plan to request an extension or
desire to compete for a follow-on OIC/XPO assignment are required
to submit a request to be screened. Regardless of screening, OIC/XPO
assignments, including extensions and follow-on tours, are not
guaranteed. Candidates who are not prepared to fill any OIC/XPO
position should not request to be screened.
3. The OIC Screening Panel will consider BMs E-6 through E-9 who possess
OIC competencies in Direct Access. All BMCM and BMCS that are tour complete or
BMC and BMCS competing for advancement should submit a screening request. All
BM1, BMC, BMCS, and BMCMs who possess ATON qualifications are encouraged
to screen regardless of rotation date. Members in a paygrade to billet
mismatch should request to be screened regardless of tour completion date
IAW the instructions listed below.
4. The XPO Screening Panel will only consider BMs E-5 through E-8 who are
not competing or did not earn an OIC position and are tour complete
in AY21. Members who successfully completed back to back XPO tours will
not be favorably considered for a third XPO tour. Members
currently in a pay grade to billet mismatch should request to be
screened regardless of tour completion date IAW the instructions
listed below. It is recommended members take into account
last year's higher initial SWE cut and are strongly recommended to
screen if they compete for advancement on the SWE. Members who screen
for OIC and do not earn an OIC assignment will be automatically screened
for XPO and do not need to submit a separate screening request. In order
to be considered by the panel for XPO, members must request to be screened
by submitting a Direct Access screening request NLT 18 SEP 2020.  A
list of XPO screening frequently asked questions is available on
the BM CG Portal site.
5. The primary pool of OIC candidates are those members tour complete
in AY21. Candidates will be considered for every mission and/or platform
for which they are qualified. In order to be considered by the panel for OIC,
members must request to be screened by submitting a Direct Access screening
request NLT 10 Jul 2020. Late submissions will not be accepted. Instructions
for submitting a Direct Access screening panel request can be found on the
BM Portal site.
6. The OIC/XPO screening panels will consider each candidate's
assignment history, performance, leadership potential, overall
management skills, and commitment to Coast Guard Core Values. In
preparation for the panel, candidates should review a copy of their
EI-PDR and ensure all qualification competencies have been entered
into Direct Access and are properly reflected on the Employee
Summary Sheet in CGBI.
7. Command Endorsement:
A. The minimum required content for OIC/XPO endorsements is
outlined in Ref B.
B. For OIC, members must meet the qualifications for assignment
listed in 1.C.6.j., and endorsements must address the requirements
of 1.C.6.i, and provide specific comments regarding each
characteristic listed in 1.C.6.i.3 of Ref B. 
C. For XPO, members must meet the qualifications for
assignment listed in 1.C.8.b., and endorsements must address
the requirements of 1.C.8.c.2 of Ref B.
D. OIC and XPO endorsements shall list each performance
dimension followed by specific comments regarding each
characteristic. The comments provided on each characteristic
are important factors in the selection process.
E. Command endorsements for OIC candidates shall be
submitted by the Commanding Officer or Sector Commander.
Command endorsements for XPO candidates shall be submitted by the
Commanding Officer, Officer in Charge, or Sector Department Head.
F. Members who do not have a proper endorsement will not be
considered by the panel.
G. All command endorsements shall be completed in Direct Access.

10 JUL 2020: OIC screening panel E-Resumes due
27 JUL 2020: OIC screening panel commences
14 AUG 2020: OIC screening panel results posted on BM CG Portal site
18 SEP 2020: XPO screening panel E-Resumes due
30 SEP 2020: XPO screening panel begins
16 OCT 2020: OIC/Senior BM (E-8/E-9) E-resume deadline
19 OCT 2020: XPO screening panel results posted on BM Portal
13 NOV 2020: OIC/Senior Enlisted (E-8/E-9) BM slate posted on
the BM CG Portal site
27 NOV 2020: XPO E-resumes deadline
16 DEC 2020: XPO slate posted on the BM Portal (Note 1)
04 JAN 2021: General duty E-Resume deadline for all BM (all assignment
priorities both afloat and ashore)
Note 1: Members who requested, but did not earn an XPO assignment,
have until 04 JAN 2021 to submit an updated E-resume for general duty
afloat and ashore positions.
