1. This message solicits E4s (w/ E5 EPQs completed) and E5s (not above a cut) interested
in entering the Diver (DV) rating. Prior diving experience is not needed and members
need not be tour complete. Those applicants who successfully screen and graduate from
DV A-School at the Naval Diving and Salvage Training Center (NDSTC) will change in
rate to DV.
2. Application: To apply for the DV rating, applicants must submit a Change in
Rating (CIR) request package to the Dive A-school via email (encrypted) to
D08-SMB-Diver-A-School@uscg.mil, no later than 15 June 2020. The Diver Application
Guide and a CIR template are available at reference (B).
a. Physical fitness requirements: All applicants must successfully pass
the Physical Screening Test (PST). PST requirements as well as an instructional video
conducting and administering the PST are available on the Diver Info Page located at
reference (B). Due to COVID-19 pandemic, deviations for physical fitness requirements
may be approved, per Diver Application Guide.
b. Medical screening: Candidates must complete DD FORM 2807-1, Report of Medical
History, for inclusion in the CIR package. Further guidance for receiving a diving
medical exam will be performed after the Diver Candidate Screener and prior to
attending DV A-School.
3. Command Endorsement: Applicant's must receive a Command endorsement as part of
their application. At a minimum, Commands shall confirm member eligibility,
recommend approval of CIR, have passed the PST requirements and list any backfill
concerns.
4. Selected applicants are required to attend the Diver Candidate Screener which
will be conducted at NDSTC Panama City Beach, FL, 05-25 Sep 2020. The screening will
include classroom and physical fitness activities that simulate diver training
at NDSTC. The screening is physically challenging and candidates should ensure
they are well prepared and in superior physical fitness condition. All TDY
expenses will be funded by FORCECOM (FC-T). Due to the current COVID-19
situation and unless otherwise rescinded by FC-C, all Dive Candidates shall adhere to
a 14-day Training under Restriction of Movement (TROM) per reference (C). TROM is a
quarantine period where students will remain isolated while receiving training via
e-learning modules as well as participate in physical fitness activities. Dive
Candidates should plan to arrive at Panama City Beach, FL and begin TROM on 05 Sep.
5. Timeline:
a. 15 Jun 2020: Application Packages are due to D08-SMB-Diver-A-School@uscg.mil.
b. OOA 15 Aug 2020: TONOs issued for members selected to attend the Diver Candidate
Screener.
c. 05-25 Sep 2020: Diver Candidate Screener at NDSTC Panama City Beach, FL.
d. OOA 01 Oct 2020: DV Assignment Officer contacts selectees.
e. OOA 15 Feb 2021: Orders to attend DV A-School are issued.
f. Spring 2021: Attend DV A-School
g. AY21: New DV2s report to Regional Dive Lockers.
6. Results of this solicitation and candidate selection will be delivered to
applicants via e-mail. Shopping list and eResume instructions will be provided SEPCOR.
