1. This ACN announces an update to REF (A) and subsequent cancellation of REF (B).
2. REF (A) updates the Incident Management and Crisis Response, Coast Guard
Publication 3-28 (Pub 3-28) and includes the following: guidance to Coast Guard
leaders at all levels on emergency and disaster response, describes how the Coast
Guard plans, organizes, and trains to respond to emergencies and disaster response.
To remain prepared, all Coast Guardsmen must continue to learn, train, and develop
proficiency in emergency management, interagency coordination, stakeholder
cooperative engagement and communications.
3. There will be no hardcopy distribution of this Publication. REF (A) is posted on
CGPortal at: https://cg.portal.uscg.mil/library/doctrine/SitePages/CGPub.aspx/ and
