1. Per REF (A), this ALCOAST recognizes those CG units and law enforcement officers for
exceptional performance during Operation Dry Water (ODW) 2019. ODW is an annual weekend-long
operation that occurs immediately before or after the 4th of July holiday (this year’s
operation was 5 – 7 Jul 2019) and provides heightened awareness and enforcement of Boating
Under the Influence (BUI), which is the leading contributing factor in recreational boating
deaths and injuries (REF (B)). Among all participating federal, state, and local agencies,
this year’s ODW made contact with over 98,000 recreational vessels and 271,000 boaters, and
it resulted in 9,524 citations and 563 BUI arrests, all numbers that are the largest ever
for ODW.
2. National Award Winners: For the second time, a Coast Guard unit was recognized as top
within their field at the National Association of State Boating Law Administrators (NASBLA)
annual conference, which was held in Anchorage, Alaska. Since ODW involves over 7,700 law
enforcement officers and over 700 agencies, this recognition is an outstanding accomplishment.
The ODW Top Agency (Medium Agency Category) recipient was USCG Station Marblehead,
Ohio (Sector Detroit, D9). Station Marblehead contacted 109 boats and issued 37 citations,
including 10 BUI cases (6 alcohol and 4 drug cases). The Commanding Officer, CWO2 Bethannie
Kittrell, and lead petty officer for ODW, BM1 Victoria Martin, were flown to Anchorage and
recognized before the recreational boating safety (RBS) community.
3. There were 208 participating Coast Guard units in ODW 2019, the largest number ever.
I heartily commend all participating units, but I wanted to note the following outstanding
performers:
a. Outstanding Marine Safety Unit: MSU Paducah (Sector Ohio Valley, D8) contacted 140
vessels and 1,200 boaters, issued 44 citations, and made 5 BUI cases, including a high BAC
of 0.189, more than twice the legal limit.
b. Outstanding Sector: Sector Delaware Bay (D5) contacted 598 vessels and 2,228 boaters,
issued 104 citations, and made 1 BUI case.
c. Outstanding Cutter: USCGC JOHN MCCORMICK. 2 BUI cases, 17 vessels contacted.
Honorable Mention: USCGC FLYINGFISH, 30 vessels contacted.
d. Outstanding Station: Since 138 stations participated, we identified outstanding
performers by District:
D1: 23 D1 stations participated (participation rate: 77%).
Outstanding D1 Station: Sector Boston VBST, 50 vessels contacted, 1 BUI case.
Honorable mention: Station South West Harbor, 30 vessels contacted, and Station New
London, 69 vessels contacted.
D5: 14 D5 stations participated (52%).
Outstanding D5 Station: Station Ocean City, 9 BUI cases, 102 vessels contacted, high
BAC 0.193. There were 45 BUI cases total from all participating CG units, so Station
Ocean City had 20% of all cases.
Honorable Mention: Station Indian River Inlet, 91 vessels contacted.
D7: 20 D7 stations participated (100%).
Outstanding D7 Station: Station Fort Lauderdale, 1 BUI case, 62 vessels contacted.
Honorable Mention: Station Fort Pierce, 45 vessels contacted.
D8: 13 D8 stations participated (76%).
Outstanding D8 Station: Station Galveston, 1 BUI case, 102 vessels contacted.
Honorable Mention: Station New Orleans, 152 vessels contacted.
D9: 35 D9 stations participated (83%).
Outstanding D9 Station: Station Sturgeon Bay, 85 vessels contacted. (Station Marblehead was
recognized by NASBLA).
Honorable Mention: Station Milwaukee, 70 vessels contacted.
D11: 12 D11 stations participated (92%)
Outstanding D11 Station: Station Bodega Bay, 824 vessels contacted, 1 BUI case.
Honorable Mention: Station LA/LB, 51 vessels contacted.
D13: 15 D13 stations participated (100%).
Outstanding D13 Station: Station Umpqua River, 22 vessels contacted.
Honorable Mentions: Station Siuslaw River and Station Tillamook, each with 21 vessels
contacted.
D14: 4 D14 stations participated (100%).
Outstanding D14 Station: Station Maui, 13 vessels contacted.
