SUBJ: PHYSICAL DISABILITY EVALUATION SYSTEM TRANSPARENCY INITIATIVE
A.  Physical Disability Evaluation System, COMDTINST M1850.2(series)
1.  The Coast Guard’s disability evaluation system is complex and has numerous steps that are taken to ensure each member's rights are protected and due process is provided. Often, commands and their members are left wondering where and when their member will get an answer back on their case. Therefore, PSC will be providing greater transparency to commands concerning where their members are within the Physical Disability Evaluation System (PDES).
2.  PSC assessed the PDES process and identified four (4) touch points to use to notify the member's command of the status and an approximate timeline of when the medical board will be complete.
3.  As such, notifications will be provided at the following touch points:
A. Insufficient MEB - This occurs when PSD-MED receives the Medical Evaluation Board (MEB) and the record is determined to be missing required information, or requires clarification. If an MEB is deemed insufficient, both the clinic and command will be notified and provided the details of what is required.
B. Complete MEB Received - PSD-MED will notify the command and clinic upon initial acceptance of a complete MEB. At this point the member's case has entered the Informal Physical Evaluation Board (IPEB) Phase and will take approximately 75-90 days until the member is counseled on IPEB findings.
C. Member Counseled on IPEB Findings - PSD-MED will notify the command and clinic when the member is scheduled for counseling on their IPEB findings. At this point, the member's case has been adjudicated by the IPEB and will take approximately 90-180 days until the member's case is complete.
D. Medical Board Complete - PSD-MED will notify the command and clinic when the member's medical board is complete and is forwarded to PSC-EPM/OPM/RPM for the Transition Phase. Member typically receives 120 day orders at this point for out-processing.
