SUBJ:  AUTHORIZATION TO USE GLOBAL POSITIONING SYSTEM WIDE AREA AUGMENTATION
SYSTEM TO POSITION FEDERALLY MAINTAINED AIDS TO NAVIGATION
A. Navigation Standards Manual, COMDTINST M3530.2 (series)
B. Aids to Navigation Positioning Manual, COMDTINST M16500.1 (series)
C. Navigation Core Technical Advisory 17-012
1. The Wide Area Augmentation System (WAAS) is a North American Satellite Based
Augmentation System (SBAS) that provides augmentation of Global Positioning
System (GPS) and is specifically designed to meet high accuracy, integrity,
continuity and availability standards implemented by the Federal Aviation
Administration to support lateral and vertical navigation for all phases of
flight in the U.S. REF (A) permits U.S. Coast Guard units to use GPS from the
Differential GPS (DGPS) or WAAS for navigational use.
2. COMDT (CG-NAV) authorizes U.S. Coast Guard units to use WAAS-enabled GPS
receivers for positioning ATON. WAAS has reached operational capability in the
Coast Guard's Electronic Navigation equipment and was more recently displayed in
SPS-461 Trimble DGPS Receivers. This policy amends direction set forth by REF (B)
to include WAAS as an authorized system of use.
3. WAAS can be used as an aid positioning system employed by ATON units.
With the introduction of WAAS and the capabilities of auto selection of several
onboard DGPS receivers, manual beacon selection is no longer required during ATON
operations.
4. REF (B) is being revised to reflect this change in order to ensure proper guidance
is given to field units employing WAAS. This revision to REF (B) will be released
within the next year.
5. REF (C) is hereby cancelled in accordance with this policy change.
6. Released by Mr. Michael D. Emerson, Director of Marine Transportation Systems.
7. Internet release is authorized.
