Additional Reporting Requirements for Vessels with China as one of their Last 5 Ports of Call

 

All vessels which report on their Notice of Arrival (NOA) any port in China as one of their last five (5) Last Ports of Call (LPOC) will receive the below email:

 

“Good day Captain,

 

A Notice of Arrival that has been submitted for New Orleans, LA shows that your vessel, the M/V [XXXXX], visited the country of China as one of your reported last 5 ports of call.

 

Areas in China have reported recent documented cases of the 2019 Novel Coronavirus (2019-nCoV).

 

The New Orleans Captain of the Port is requesting to know if you currently have any crewmembers with any symptoms consistent with the 2019 Novel Coronavirus (2019-nCoV), or any person(s) onboard your vessel that has been to China in the last 30 days.

 

Common symptoms of the 2019 Novel Coronavirus (2019-nCoV) typically include a fever and symptoms of lower respiratory illness (e.g., cough, difficulty breathing). As a reminder, pursuant to 42 Code of Federal Regulations, Section 71.21, vessel personnel or agent(s) are required to report, to the CDC any occurrence, on board, of any death or any ill persons among passengers or crew during the 30-day period preceding the date of expected arrival.

 

Any crewmembers on board these vessels which have ANY of the above listed symptoms are deemed by the Captain of the Port to potentially affect the safety of the vessel and/or the port and meets the definition and reporting requirements for a Hazardous Condition noted in 33 CFR 160.216.

 

Failure to report the above information immediately to the U.S. Coast Guard while a vessel is bound for or operating in the Captain of the Port New Orleans area of responsibility may subject the vessel to civil penalty of up to $94,219.
