SUBJ:  PROMULGATION OF REGULATED MOBILE FACILITIES MANUAL
A. Regulated Mobile Facilities Manual, COMDTINST M16600.9
1. This ACN announces the release of REF (A).
2. This Manual provides policy and doctrine used by Coast Guard personnel to
implement regulatory oversight and inspection of mobile facilities capable of
transferring oil or liquid hazardous material, in bulk, to or from a vessel with
a capacity of 250 barrels or more on the navigable waters of the United States.   
3. Commands are encouraged to ensure wide dissemination of this ACN.
