SUBJ: FY20 WORKFORCE PLANNING TEAM RESULTS –OFFICER INTERVENTIONS
A. Performance, Training and Education Manual, COMDTINST M1500.10 (series)
1. This ACN announces results of the Officer Workforce Planning Team (OWPT).
The OWPT convened from 13-16 May 2019 to deliberate and recommend workforce policy
interventions to the Assistant Commandant for Human Resources (CG-1). The OWPT reviewed
program input and identified critical officer specialties that require focused strategies
for retention and recruiting skilled officers in mission critical areas. Deliberations
considered factors from a broad spectrum of organizational needs. Both monetary and
non-monetary policy interventions were and continue to be reviewed. Interventions include
Aviation Bonus, Naval Engineering Bonus, and C4IT/CYB Bonuses.
2. The policy interventions in this ACN begin in FY20 (01 Oct 2019 and not before) and are
anticipated to remain in effect until the end of FY20 (30 Sep 2020 and not after) contingent
upon Congress extending the authority to make payments. Monetary interventions may be adjusted
or terminated not less than 30 days in advance. Authorized FY19 interventions terminate on
30 Sep 2019.
3. NON-MONETARY INTERVENTIONS. The Operations Research Program provides graduate level
education for numerous analytical positions in the Coast Guard. Program lengths are
normally 18 months.
    a. O2 and O3 officers are authorized to apply for the Operations Research Program
without an Operational Specialty Code.
    b. More than one aviation officer may be considered to be selected for the Operations
Research Program.
    c. IAW REF (A), attending a fully-funded advanced education program will incur a minimum
active duty obligation of three months for each month of education for the first 12 months
and one month for each month thereafter. Service obligation periods commence on the date of
graduation, program completion, disenrollment, or the termination of previously incurred
obligated service, whichever is later. Questions regarding obligated service should be

    d. Questions regarding the Operations Research Program and application procedures may be

4. MONETARY INTERVENTIONS. Monetary intervention bonus programs regarding Aviation, Naval
Engineering, and C4IT will be announced SEPCOR.
5. Questions from individual officers concerning the execution of this policy should be
addressed to their designated command representatives.
