1. The purpose of the ACN is to clarify the use of the CG-2025 (Basic Allowance for
Housing (BAH)/Housing Worksheet) and CG-2025B (Member-Married-to Member BAH Worksheet)
in connection with the mobilization of Coast Guard reservists.
2. BACKGROUND:
    a. All Coast Guard personnel perform an annual validation of their dependency status
between 01 October and 30 November as required by REF (A). This requirement exceeds the
Department of Defense's triannual standard for members of the Reserve Component (RC).
In addition, all reservists are required to promptly update Direct Access (DA) and their
responsible Servicing Personnel Office (SPO) of changes to primary residence, marital
status, and number of dependents as required by REF (B).
    b. Use of the CG-2025/2025B by SPOs provides an additional method of verification
prior to the provision of Basic Allowance for Housing at the with/without dependents rate
for the member's primary residence contained on the form. Current requirements to provide
an updated CG-2025/2025B for reservists prior to any period of active duty can delay the
mobilization and deployment process, particularly when reservists are activated under the
authority of REFs (C) and (D). As a result, it has been determined that a signed CG-2025
or CG-2025B for members married to members completed within the past 365 days is sufficient
documentation to substantiate BAH transactions at the with/without dependents rate for
the member's primary residence entered on the form.
3. ACTION:
    a. When issuing active duty orders that are not a Permanent Change of Station (PCS),
SPOs shall review the member's Personnel Data Record (PDR) to determine if a CG-2025 or
CG-2025B (as appropriate) signed by the member within the past 365 days is present. The
SPO should further validate whether the dependency and primary residence information in
Direct Access matches the information on the signed CG-2025 or CG-2025B. When the primary
residence and dependency information match, the SPO should consider the signed CG-2025 or
CG-2025B as the source document necessary to substantiate the provision of BAH for the
primary residence and dependency listed in Direct Access. If the primary residence and/or
dependency information on the signed CG-2025 or CG-2025B does not match the data in
Direct Access, the SPO will require the member to provide an updated CG-2025 or CG-2025B
(as appropriate). NOTE: A Coast Guard reservist called to active duty whose primary
residence is with their active duty spouse in government owned or leased housing is not
authorized BAH or OHA.
    b. In cases where a new CG-2025 or CG-2025B is required, the SPO shall accept forms
submitted by the member with either an electronic signature or "hard copy" signature.
Acceptable means of submission include e-mail of an electronically signed copy, e-mail
of a scanned copy with original signature, fax, or picture of the form with the member's
original signature when provision of a digital signature is neither feasible nor reasonable.
    c. PPC shall update REF (E) to reflect this clarification of policy. Every effort
must be made by commands, RFRS staffs, etc. to identify those reservists who have not
provided a signed CG-2025 or CG-2025B within the past 365 days and ensure an updated copy
is provided to the SPO as soon as possible.
    d. This updated policy meets the record keeping requirements set forth in REF (F).
4. FUTURE ACTIONS:
    a. The Office of Military Personnel (CG-133) will incorporate this ACN contents into
a future change to REF (A), which will be release within the next year.
    b. The Assistant Commandant for Reserve (CG-R) will submit a change request to COMDT
(CG-1B) to automate the validation of dependency data within DA to support increased
timeliness and accuracy of the data to support BAH transactions, especially during time
critical mobilizations.
