1. This message solicits for the Environmental Management Advanced Education Program
sponsored by the Deputy Commandant for Operations (DCO), as listed in Ref A.
2. Program Description:
   a. One high performing E-6 or above the cut E-5 with a Bachelor’s degree will be
selected to attend this 18-22 month graduate program. The selected member will
earn a Master of Science, Arts, or Public Policy degree in Environmental Management,
Environmental Science, Environmental Policy, or Chemical, Biological, Radiological,
and Nuclear (CBRN) Consequence Management.  Degree programs may involve course work
related to environmental science, environmental law, scientific research,
environmental policy analysis and development, statistics, resource management,
geographical information systems, legislative processes, and domestic/international
environmental response preparedness.  School selection is flexible based on the
needs of the service, budget constraints, available curriculum, and individual
needs. The Office of Marine Environmental Response Policy (CG-MER) is the final
approving authority for all prospective degree programs. Environmental Management
Advanced Education is open to those individuals with a passion for and a background
in Marine Environmental Response.  Candidates with notable experience and currently
in receipt of multiple response qualifications such as Pollution Responder,
Federal On-Scene Coordinator’s Representative, National Strike Force, and
Incident Command System are strongly encouraged to apply.  Graduate Record
Examination (GRE) scores are required for purposes of the selection panel.
Graduates should expect to be assigned a follow on tour in CG-MER at Coast
Guard Headquarters in Washington, DC.
3. Program Requirements and Eligibility:
   a. Applicants must be tour complete in AY20 or AY21 and Marine Science
Technicians E-6 or E-5 above the cut for E-6. Reservists are not eligible to apply.
   b. Applicants must have an undergraduate degree with a cumulative GPA of 2.5 or
higher on a 4.0 scale.  Undergraduate transcripts must be included in the
applicant’s EI-PDR. 
   c. GRE scores must be less than five years old and included in an applicant’s
EI-PDR and entered into Direct Access. There is no minimum GRE score, however
the accepted applicant must gain admission into a program-accepted school upon
selection.
4. Application Process:
   a. Applications shall be submitted no later than 1 September 2019.
   b. Applicants should carefully review Ref B for details on the application
process, including EI-PDR and CG-4082 guidance.
   c. Command endorsements of the E-panel submission in Direct Access are required
and shall include a comment on the applicant’s ability to work in an independent
environment.
