SUBJ:  CHANGE TWO TO THE ENLISTED PERSONNEL ADMINISTRATIVE BOARDS (EPAB) MANUAL, PSCINST M1910.1
A. Enlisted Personnel Administrative Boards Manual, PCSINST M1910.1
1.  This message announces an update to Reference (a) and places the new change into service effective immediately.
2.  Article 8.C.2.b. is amended to include the following: “Exception Two – Convening authorities shall not terminate administrative boards they have convened to consider separation on the basis of misconduct, where the underlying misconduct forming the basis for the administrative board is based on evidence that the member committed an offense under Article 120 (Rape and sexual assault generally) or Article 120b (Rape and sexual assault of a child) of the UCMJ. In such situations, if the convening authority convenes an administrative board, final action may only be taken by CG PSC.”
3.  This amendment is effective immediately, and will be reflected in the next revision of reference (a).
