SUBJ:  2019 CLEAN GULF OIL SPILL CONFERENCE AND EXHIBITION
1. The “Clean” Conferences are regionally focused venues designed to explore oil spill
response challenges as well as current trends and solutions that affect the oil industry and
government. They provide opportunities for networking between response and prevention
professionals and encourage open discussion from both regulatory and industry perspectives.
2. The 2019 Clean Gulf Oil Spill Conference and Exhibition will be held 28-31 October at the
Ernest N. Morial Convention Center in New Orleans, Louisiana and will focus on the latest
trends and best practices in response operations. The conference is extremely beneficial
to the professional development of officers, enlisted and civilian members in the marine
environmental response and incident management fields.
3. Sectors and MSUs within Districts Seven and Eight are authorized two quotas each. Other
District and area units, not within the Seventh and Eighth Districts, are authorized one
quota per Sector. Personnel (civilian or military), who have been authorized by COMDT (CG-MER),
may incur travel costs.
4. Members who have been chosen to speak or present at the conference, and are not from the
local New Orleans area, will count for one of the unit’s authorized quotas where the member
is permanently stationed. As such, if a member is chosen to speak or a submitted paper has
been approved, the unit may now have one or no remaining tab(s) for travel.
5. COMDT (CG-MER) has funded a blanket registration for all CG attendees and will manage the
assignment of quotas. COMDT (CG-MER) does not provide travel funds for conference attendance.
Units are responsible for funding travel and issuing travel orders of a COMDT (CG-MER)
approved quota.
6. Members, within a reasonable commuting distance of New Orleans, LA, are authorized to
attend, provided no travel costs are incurred. Units within this category are required to
provide names of members to COMDT (CG-MER) prior to attending.
7. Due to DHS and USCG Conference attendance requirements, units are not authorized to fund
attendance more than the number of quotas assigned. Similarly, units not assigned a quota are
not authorized to fund attendance of any member to the conference without prior approval from
COMDT (CG-MER).
8. To meet DHS conference approval requirement timelines, all units assigned a quota are
requested to confirm attendance with COMDT (CG-MER) NLT 01 August 2019. Units not confirming
attendance by this date risk having their quota withdrawn or reassigned.
9. Following the conclusion of the conference, COMDT (CG-MER) is required to submit a post
conference report. All presenters and attendees who incur travel costs shall electronically
submit a copy of their approved Travel Voucher or Sub-voucher, DD Form 1351-2 to the
COMDT (CG-MER) POC NLT 05 November 2019.
10. Local units with members who attended but did not incur travel costs, shall provide a
list of all attendees to COMDT (CG-MER) POC by 05 November 2019.
11. Conference registration information will be disseminated to approved members prior to
the conference.
12. The authorized uniform for conference attendees is Tropical Blue Long with garrison cover.
The authorized uniform for presenters is Service Dress Blue.
