1. REFs (A) and (B) provided notification regarding the change in the Coast Guard CCSP
subsidy administrator from the U.S. Department of Agriculture (USDA) to the Navy office
of Child and Youth Programs (CYP), effective 1 April 2019. During the transition, advance
payments were made to child care providers for the months of April and May, which were
combined with the March subsidy payment.
2. USDA stopped accepting new applications, reapplications, provider changes and re-certifications
on 1 March 2019. To facilitate the transition, Navy CYP has begun accepting and processing
current provider agreements and new applications. In order to begin subsidy payments to providers
members must ensure that selected child care providers submit the provider agreements to Navy
CYP.
3. New Application Processing: Effective immediately, Navy CYP is accepting new parent and
provider applications to include applications that did not meet the previous provider’s
1 March 2019 deadline. The Navy CYP e-mail address for submission of member applications and
provider agreements is: NavyCYPOutreach@navy.mil. Forms can be downloaded by accessing the link
in Paragraph 6.
4. For members who could not apply to the CCSP due to the transition to Navy CYP, a process is
being developed to provide a retroactive payment for services rendered during this time. Members
will be required to submit copies of invoices and timesheets verifying their child’s enrollment
for the period of 1 March 2019 to 31 May 2019 to receive this payment. Once received, further
details and instructions will be communicated via email directly to members and providers
currently participating in the subsidy program.
5. Reconciliation of April and May payments/invoices: All members are encouraged to contact
their child care provider regarding reconciling the two months advance payment transmitted with
the March payment. Providers will need to submit their April and May invoices and timesheets to
Navy CYP for processing. CCSP manager will coordinate with child care providers to resolve any
over or under-payments. Further instructions will be provided directly to members and child care
providers to reconcile the advance payment. Send invoices to:
