SUBJ:  STAND-UP OF THE ASSISTANT COMMANDANT FOR RESERVE (CG-R)
A. Reserve Policy Manual, COMDTINST M1001.28 (series)
1. This ALCOAST announces that effective 11 June 2019 the Assistant Commandant for
Reserve (CG-R) achieved initial operating capability. As a result, the legacy
Office of Reserve Affairs (CG-131) is disestablished. Reserve Component management
functions have moved to COMDT (CG-R) and Reserve human resource policy
responsibilities shifted to the Office of Military Personnel (CG-133).
2. The Assistant Commandant for Reserve (CG-R) consists of two Offices and is led
by RDML Todd Wiemers with CAPT Bill Csisar as Deputy.
3. The Office of Reserve Policy and Requirements Integration (CG-R5) is responsible
for overarching reserve component policy and requirements integration and is led
by CAPT Alexander Foos.
   a. The Component Policy and Strategic Communications Division (CG-R55) develops
and maintains Component-level policy (e.g. mobilization policy, activation
authorities, etc.) and oversees the Reserve strategic communications program.
   b. The Requirements and Integration Division (CG-R57) serves as the integration
point for Area contingency plan requirements and Headquarters program and capability
managers.
4. The Office of Reserve Resources, Readiness, and Analysis (CG-R8) serves as the
manager of Reserve Component resources and oversees the analysis of readiness metrics
and is led by CAPT Jennifer Travers.
   a. The Measures, Analysis, and Component Readiness Division (CG-R81) applies
analytical tools and measurements to outline current and expected levels of Reserve
Component readiness.
   b. The Resource Management Division (CG-R82) manages resources appropriated in
support of Reserve Component readiness including funds necessary to support the
training and readiness of the Selected Reserve and Full-Time Support program.
5. REF (A) remains in effect; however, responsibility for specific policies contained
in it have shifted. A cross-walk outlining responsibility for individual policies is
provided on the CGPortal at:

6. Organizations with policies referencing COMDTs (CG-131), (CG-1311), (CG-1312),
or (CG-1313) are directed to update their respective policies to reflect the changes
outlined in this ALCOAST. All updated policies shall be released within the next year.
