SUBJ: 2018 FIREMAN FIRST CLASS PAUL CLARK BOAT FORCES ENGINEER AWARD ANNOUNCEMENT
1. I am pleased to announce MK1 Michael Penuel from USCG Station Channel Islands as
the winner of the 2018 Fireman First Class Paul Clark Boat Forces Engineer Award.
This prestigious annual award recognizes an exemplary Coast Guard boat engineer who
demonstrated sustained superior performance, proficiency of craft, and leadership.
His technical acumen, expertise, and commitment distinguish MK1 Penuel as a critical
team player, exceptional boat engineer, and devoted law enforcement professional.
His example is a standard to emulate for boat forces professionals throughout the
Service. MK1 Penuel logged 206.5 total hours and 37.3 night hours as an underway engineer,
pursuit coxswain, and boarding officer. He also accrued over 500 hours of maintenance on
the two Response Boat Mediums (RB-M) and one Response Boat Small II. During 2018 MK1 Penuel's
efforts saved the Coast Guard a total of $220,095. Serving as a Law Enforcement Instructor,
OPFOR Coxswain, and Designated Trainer at the unit, he took a lead role in certifying 20
non-compliant pursuit crewmembers and coxswains. MK1 Penuel efforts also lead to the
certification of four boarding officers and seven boarding team members. To read a full

2. Each year it is extremely difficult to select only one recipient from the superb
group of petty officers who are nominated for this award. I am pleased with the number
of exceptional quality nomination packages that were submitted and commend all those
who took time to acknowledge the many outstanding boat engineers we have throughout
the Boat Forces community. The following are the 2018 Fireman First Class Paul Clark
