1. This is to announce the availability of quotas for the Coast Guard (CG) Advanced
Environmental Management (AEM) course. Two class convening dates have been established:
August 20-22 2019 in Norfolk, VA and September 17-21 2019 in San Diego, CA.
2. REF (A) requires training that is mandated by federal law. Large unit environmental
coordinators, environmental protection specialists, and facility engineers at CG units
require advanced environmental management training and information to provide oversight
and ensure units meet environmental regulations. This course fulfills the regulatory
training requirements of the Resource Conservation and Recovery Act, Clean Water Act,
Hazardous Materials Transportation Uniform Safety Act, and the Occupational Safety and
Health Act (for first responders).
3. In accordance with REFs (A) and (B), unit commanders, commanding officers and
officers-in-charge are responsible for ensuring the operational and support activities
at their units are in environmental regulatory compliance. The CGAEM training program
has a primary goal of ensuring that personnel who deal with environmental compliance
matters either in an operational or administrative capacity have the knowledge and
skills to successfully accomplish their environmental requirements. Additionally,
environmental laws and regulations at the federal, state and local levels as well
as Department of Homeland Security and CG internal policy mandate compliance with
environmental training requirements. Federal and state regulators routinely check
training records during compliance inspections. Noncompliance with training
requirements can result in a regulatory agency taking enforcement action to
compel compliance.

5. Once nominations are received, selection of the final list of attendees will be
determined and individuals notified to initiate planning travel logistics.
6. Once an individual has been selected and received notification, units must
submit a quota request for each student in direct access. This applies to both
military and civilian personnel.
