1. This is to announce the availability of quotas for the Coast Guard (CG)
Introduction to Hazardous Waste Generators and Handling (IHWGH) course.
Eight class convening dates have been established between April 2019 and
August 2019 at various locations across the United States.
2. REF (A) requires training for all personnel who handle or manage hazardous
waste. These personnel may be employed at units with either Large Quantity
Generator (LQG) and Small Quantity Generator (SQG) status. Both initial
training and an annual refresher course for these hazardous waste personnel
is required. The IHWGH course provides the regulatory mandated training to
unit environmental coordinators, hazardous waste coordinators, and hazardous
material control officers who are accountable for environmental compliance at
CG shore units. This course fulfills the regulatory training requirements of
the Resource Conservation and Recovery Act, Clean Water Act, Hazardous Materials
Transportation Uniform Safety Act, and the Occupational Safety and Health Act
(first responders awareness).
3. In accordance with REFs (A) and (B), unit commanders, commanding officers
and officers-in-charge are responsible for ensuring the operational and support
activities at their units are in compliance with applicable federal, state and
local environmental laws and regulations, executive orders and Department of
Homeland Security and CG policies and for ensuring that unit personnel are
properly trained and aware of the impact their actions have on the environment.
Completion of this course will provide the required certification for signing
hazardous waste manifests.
4. Prospective students must be designated as hazardous waste coordinators by
their command. In order to attend the course, all potential students must first
complete the online collateral duty environmental coordinator course. Click on

registration form. Please submit quota requests to John Ballinger at:
John.W.Ballinger@uscg.mil. Once nominations are received, selection of the final
list of attendees will be determined and individuals notified for travel
logistics to begin.
6. Once an individual has been selected and received notification, units must
submit a quota request for each student in direct access. This applies to both
military and civilian personnel.
