SUBJ: NEW OFFICER EVALUATION REPORT (OER) FORMS AND CHANGE TWO TO THE OFFICER EVALUATION SYSTEM (OES) PROCEDURES MANUAL, PSCINST M1611.1D
A. Officer Evaluation System Procedures Manual, PSCINST M1611.1 (series)
1. This message announces an update to Reference (a) and places the following new OERs and Officer Support Forms (02/19 version) into service effective 28FEB2019: CG-5310A, CG-5310B, CG-5310C, CG-5310D, CG-5310E, CG-5310F, CG-5310G, CG-5310H, CG-5308A, and CG-5308B. 
2. See PSC-OPM-3’s CG Portal page for a detailed summary of changes to the reference (a).  Major changes include:
a. The addition of LTJGs to the CG-5310B, CG-5310G, and CG-5308B forms.
b. The removal of LTJGs from the CG-5310A, CG-5310F, and CG-5308A forms.
c. For the new CG-5310B form: After marking all performance dimensions, the Supervisor selects five performance dimensions for LTJGs that best characterize the Reported-on Officer. The selected performance dimensions shall be supported in Section 3 of the OER. It is not necessary to comment on all 18 performance dimensions or marks of seven.  No change to the existing policy for ENS/W4s, those officers continue to receive comments on three selected performance dimensions.
3. The Program Manager for the OES is PSC-OPM-3.  I highly encourage all commands to review the revised OES Procedures Manual and visit PSC-OPM-3’s CG Portal page (http://cglink.uscg.mil/1d34ffab) for additional information.
