SUBJ: DELEGATION OF AUTHORITY TO CERTIFY HONORABLE SERVICE FOR THE PURPOSES OF NATURALIZATION
A. Military Civil and Dependent Affairs Manual, COMDTINST M1700.1
B. Memorandum of the Under Secretary of Defense dated 13 OCT 2017 titled "Certification of
Honorable Service for Members of the Selected Reserve of the Ready Reserve and Members of the
Active Components of the Military or Naval Forces for Purposes of Naturalization"
1. This ACN announces the immediate repeal of Article 1.F.4 in REF (A) titled "Armed Forces
Immigration Adjustment Act of 1991."
2. Effective immediately, for the purposes of supporting service member applications for
naturalization under section 1440 of Title 8, U.S. Code, the authority to certify honorable
service of non-U.S. citizen members is delegated to CGPSC-RPM Division Chief and CGPSC-EPM
Division Chief.
3. The naturalization application process is a member-driven process and the responsibility for
obtaining and completing the application forms remains entirely with the member. Applicants seeking
naturalization for themselves and their dependents may obtain U.S. Customs and Immigration
Service (USCIS) application forms at the website of the Personnel Service Center Business
Operations Division Military Records (PSC-BC-MR) at https://www.dcms.uscg.mil/Our-Organization/
Assistant-Commandant-for-Human-Resources-CG-1/Personnel-Service-Center-PSC/BOPS/PSC-BOPS-C/PSC-
BOPS-C-MR/PSC-BOPS-C-MR_Citizenship/. Applicants shall complete USCIS Forms N-400 and N-426 and
submit them through their chain of command to either CG-PSC-RPM or CG-PSC-EPM, depending on the
member's active or reserve status. The email for CG-PSC-RPM is ARL-PF-CGPSC-RPM-1-Status@uscg.
mil. The email for CG-PSC-EPM is ARL-PF-CGPSC-EPM-1-Separations@uscg.mil. For reservists
who have limited or no access to standard work stations, applications may be mailed to COMMANDER
PERSONNEL SERVICE CENTER, RPM-1 ATTN: Status. US COAST GUARD STOP 7200, 2703 MARTIN LUTHER KING
JR. AVE SE, WASHINGTON DC 20593-7200. If honorable service is certified, CG-PSC-EPM or CG-PSC-
RPM will then forward the completed N-400 and N-426 to PSC-BC-MR for final administrative review
and forward it to USCIS.
4. Certification of honorable service can only be made after the requirements in REF (B) are
met. REF (B) can be found at: http://www.defense.gov/portals/1/documents/pubs/naturalization-
honorable-service-certification.pdf.
5. REF (A) will be updated to reflect the changes and will be released within the next year.
