SUBJ: 2019 HIGH YEAR TENURE (HYT) PROFESSIONAL GROWTH POINT (PGP) WAIVER
PROCESS FOR THE ACTIVE DUTY ENLISTED WORKFORCE
A. Military Separations, COMDTINST M1000.4 (SERIES)
1. This ALCGENL provides amplifying guidance on the 2019 HYT PGP waiver
process. High Year Tenure (HYT) continues to be a workforce management
tool that establishes limits on the active military service time an active
duty enlisted member can complete based on their pay grade. HYT is
designed to increase personnel flow, compel members to advance in their
rating, and allow more consistent training and advancement opportunities
for the enlisted workforce. Last year, CG PSC-EPM approved 40% of 143 HYT
waivers received. In 2019, the strength of the active duty workforce will
continue to improve, however many ratings remain critical and Service
needs exist, so waiver submissions are still strongly encouraged.
2. Active duty enlisted members who reach or exceed their PGP on or before
31 December 2018 (HYT Candidates) must separate or retire on or before 1
September 2019 unless granted a waiver. PGPs for each rank may be found in
article 3.C of REF A.  Active duty enlisted members with prior HYT waiver
approvals that expire in 2019 will be separated or retired in accordance
with their waiver unless granted an additional waiver.
A. HYT Candidates who are not retirement eligible and not granted a   
waiver will be separated effective 1 September 2019 unless an earlier date
is requested by memo through the member’s commanding officer. The earlier
separation date must be between 1 March 2019 and 1 September 2019 to be
considered an involuntary HYT separation in accordance with REF A.
B. HYT Candidates who are retirement eligible (E6-E8) must submit their
request for retirement to CG PSC-EPM-1 NLT 31 October 2018 and follow the
waiver submission process if they desire a waiver.  HYT candidates in
paygrade E9 must submit a request for retirement no later than 6 months
prior to their required retirement date as identified in article 3.G.1 of
REF A.  Failure to submit a retirement request by this date may result in
involuntary separation. 
3. The Time in Service (TIS) definition for active duty enlisted members
identified as 2019 HYT candidates is based on all military service that is
reflected in the Active Duty Base Date (ADBD) in Direct Access. If a
member believes their ADBD is incorrect, they should initiate a request
for a Statement of Credible Service (SOCS) to verify their ADBD through
their unit admin office and immediately notify CG PSC-EPM-1 of any
corrections.
4. The initial list of 2019 HYT candidates is posted on the CG PORTAL page
for CG PSC-EPM-1.  A link to the page may be found at the following
website: https://cg.portal.uscg.mil/units/psc/psc-epm/SitePages/HYT.aspx.
Commands shall notify CG PSC-EPM-1 immediately of any assigned candidates
who have been erroneously excluded, incorrectly identified, or are
awaiting action of a medical or physical evaluation board. Failure to
report a name for inclusion will NOT delay separation or retirement beyond
1 September 2019.
A. HYT Candidates who already have an approved retirement or separation
from CG PSC-EPM-1 have been excluded from the list.  
B. HYT Candidates on the list who have been reduced in rank and fit the
criteria in article 3.D.2.a of REF A shall contact CG PSC-EPM-1 through
their commands immediately.
C. HYT Candidates on the list who advance or promote to a higher paygrade
prior to 31 December 2018 and are below the PGP for their new paygrade
must contact CG PSC-EPM-1 to request to have their name removed from the
list. 
D. Command Checklist:  CG PSC-EPM-1 has developed a checklist to provide
commands a tool to utilize when reviewing the records of their members
identified as HYT candidates.  The goal of the checklist is to identify
issues that may delay or exempt a 2019 HYT candidate from separation or
retirement.  This checklist should ONLY be sent to CG PSC-EPM-1 if there
is reason to believe a member identified as a HYT candidate should either
not be separated or have their separation held in abeyance.  A digital
copy of this checklist may be found on the website identified in paragraph
4 of this message.   
E. CG PSC-EPM-1 serves as the sole authority for exempting members from
HYT.  No member will be deemed exempt from HYT until commands receive
confirmation from CG PSC-EPM-1 that an exemption request is approved.

5. 2019 HYT timeline:
A. 31 October 2018: Command checklists are due to CG PSC-EPM-1 for those
commands requesting exemption or abeyance.  Checklists may be submitted
after this date should new information arise that may exempt a member from
HYT.  Please see paragraphs 4.D-F of this message for further information.
B. 31 October 2018:  Deadline for retirement eligible candidates to submit
a retirement request with an effective date NLT 1 September 2019 to the
following email address: ARL-PF-CGPSC-EPM-1-retirements(at)uscg.mil.
Submitting a request for retirement does not negatively affect a waiver
decision. HYT Candidates who are retirement eligible (E6-E8) must submit
their request for retirement to CG PSC-EPM-1 NLT 31 October 2018 and
follow the waiver submission process if they desire a waiver. HYT
Candidates in paygrade E9 must submit a request for retirement no later
than 6 months prior to their required retirement date as identified in
article 3.G.1 of REF A. Failure to submit a retirement request by this
date may result in involuntary separation.
C. 31 October 2018: Deadline for 2019 HYT candidates in paygrades E3-E8 to
submit a HYT waiver request to CG PSC-EPM-1.  Candidates are strongly
encouraged to submit a waiver request through their respective commanding
officer if they desire to remain in the Service. Requests for HYT waivers
from E6-E8 candidates must include a statement agreeing to allow CG PSC-
EPM-1 to adjust a previously approved retirement date to coincide with a
waiver end date in the event a HYT waiver is granted.  Retirement
amendment requests may be submitted later if a member with an approved
retirement date desires to retire prior to their approved waiver end date.
D. 1 November 2018: November SWE held. All eligible 2019 HYT candidates
are highly encouraged to participate in the event a waiver with the
authorization to compete for advancement is approved.
E. 26 November – 07 December 2018: HYT PGP waiver panel scheduled for E3-
E8 candidates.
F. December 2018: Candidates will be individually notified of waiver panel
results via an emailed memo response thru their respective command.
Publish HYT PGP Waiver statistics for E3-E8 candidates.
G. 1 September 2019: 2019 HYT candidates not approved for a waiver are
required to be separated or retired.
6. 2019 HYT PGP waiver submission process:
A. E3-E8 candidates identified as 2019 HYT candidates desiring to serve
beyond their PGP shall submit a CG Memo NLT 31 October 2018 to the
following email address: ARL-PF-CGPSC-EPM-1-HYT(at)uscg.mil. The memo
shall be limited to two pages including a commanding officer endorsement.
Authorization to compete for advancement will be considered across each
rating and paygrade separately based on Service need, and should not be
addressed in the memo.
B. Candidates granted a waiver may be required to PCS based on Service
need.
C. HYT candidates with an open Physical Disability Evaluation System
(PDES) case may submit a waiver request; however, further continuation in
the Service will depend on both the final determination of the PDES case
and the determination of the HYT waiver by the panel.  Further information
regarding PDES cases may be found in article 3.E.2 of REF A.
D. As with any enlisted panel, each candidate should also review and
update their Direct Access service record information and work with their
SPO or admin offices to ensure the electronically imaged data record (EI-
PDR) is accurate and complete. While it is the SPO responsibility to
ensure that all required information in the members SPO PDR is also in the
members EI-PDR, it is each members responsibility and in their best
interest to verify the contents of the EI-PDR are complete.
7. 2019 HYT PGP waiver panel process: All requests will undergo a two-
phase evaluation process. During phase one, individual HYT PGP waiver
requests will be assessed on current rating strength, critical skills,
conduct, performance, and Service needs. During phase two, the rate
specific recommendations will be reviewed by the full panel.
8. Memo templates and FAQs with additional 2019 HYT information are

9. Candidates are strongly encouraged to submit a waiver request through
their respective commanding officer if they desire to remain in the
Service. Commanding Officers should ensure the widest dissemination
and explanation of this message at their units.
