1. This ACN announces SDAP Levels for FY19 as a result of the SDAP panel
announced in REF (A).
2. The monthly SDAP levels are indicated below:
SD-1 - $75
SD-2 - $150
SD-3 - $225
SD-4 - $300
SD-5 - $375
3. FY18 SDAP levels remain in effect until 30 SEP 18, at which time they will
be cancelled. Effective 01 OCT 18, the following enlisted assignments are
authorized SDAP for FY19 at the levels indicated below:

4. SDAP commences on the date a member meets the following eligibility criteria:
    a. Academy Company Chief*: Member is authorized SDAP the Day the member reports
for duty to an eligible position.
    b. Advanced Interdiction Coxswain: Members must be assigned to and complete
all the qualifications for this designation. A member will have SDAP revoked
anytime the qualifications have lapsed or removed from these designated positions.
In addition, if members are absent from the unit for greater than 30 days (not
including TDY), PCS departure or at any time when the Director of COMDT (CG-751)
determines the member is no longer entitled to SDAP.
    c. AN/SPS-40E Technicians aboard WHEC-378s (CGC JOHN MIDGETT, CGC MELLON, and
CGC DOUGLAS MUNRO) and CGC ALEX HALEY (WMEC-39): Members must be qualified as an
AN/SPS-40E technician and assigned to one of the CGC listed.
    d. ATTC and NDSTC High Risk Training Instructors (HRT)*: Member is authorized
SDAP once qualified as an HRT instructor by unit CO.
    e. ATTC Aviation Survival Technician (AST) Instructors*: Members are authorized
SDAP the day they are qualified as an instructor by CG ATTC. Instructors must
maintain currency qualifications in order to maintain SDAP eligibility. SDAP stops
upon PCS departure.
    f. Canine Explosive Detection Team (CEDT) Handlers*: Canine Handlers must be
certified prior to receiving SDAP. If the canine is decertified, then the SDAP
stops for the handler until recertified.
    g. CGCYBER: Centralized Service Desk Branch (CSDB) (Functional Team Managers
(FTM), CSDB Watch Supervisor (WS) and Functional Team Leaders (FTL), and CSDB
Analyst): Members must be assigned to CGCYBER, USCYBERCOM, or other DoD and DHS
positions, maintain an active secret clearance, possess administrative
credentials, and be designated by unit CO.
    h. CGCYBER: Cyber Protection Team (CPT) and Blue Team (All Source Intel Analyst,
Close Access Network Operator, Cyber Security Analyst, Interactive Operator,
Network Infrastructure Spec, and Systems Architect): Members must be assigned to
CGCYBER, USCYBERCOM, or other DoD and DHS cybersecurity positions, maintain an
active TS/SCI clearance, pass a counterintelligence polygraph, and be designated
by the unit CO.
    i. CGCYBER: Cybersecurity Operations Center (CSOC) (NOSC BWC, CSOC WS, CSOC IR,
CSOC Analyst, CSOC IWO): Members must be assigned to CGCYBER, USCYBERCOM, or other
DoD and DHS cybersecurity positions, maintain an active TS/SCI clearance, pass a
counterintelligence polygraph, and be designated by unit CO.
    j. CGCYBER: Engineering Services and Operations Branch (ESOB)/ Enterprise
Operations Center (EOC) (DBWC, EOC WS, EOC Network Watchstander, EOC Systems
Watchstander): Members must be assigned to CGCYBER, USCYBERCOM, or other DoD and
DHS cybersecurity positions, maintain an active TS/SCI clearance, pass a
counterintelligence polygraph, and be designated by unit CO.
    k. CG Counterintelligence Agents (CGCIS)*: Members must be assigned to CGCIS,
complete the basic agent course, and be issued CGIS badge and credentials. A member
will have SDAP revoked if they are absent from the unit for greater than 30 days
(not including TDY), PCS departure from CGCIS, or at any time when the
Director of CGCIS determines the member is not entitled to SDAP.
    l. CG Counterintelligence Service’s Special Intelligence Assignment (Position
19363812)*: Member is authorized SDAP the day the member reports for duty to an
eligible position.
    m. CG-821 Program Reviewer (Position 00031448): SDAP authorized the day the
member reports for duty in the eligible position.
    n. CGIS Protective Service Agent (PSA): Enlisted must have completed
qualification as Tactical Driver and be in a PSA position.
    o. CGIS Special Agent: Enlisted special agents must have completed basic
training required for special agents, and be in an assignment under CG PSC
directed orders or assigned to an RPAL position specifically indicating
investigation duty.
    p. CGRC Recruiting Assignments*: Member must be serving in a position assigned
to a recruiting office, recruiting chat center, regional supervisor, Training
Center Cape May (TCCM) Recruiting C-School instructor, standardized team position,
reserve recruiters, and recruiting office liaisons to MEPS. Must maintain current
qualifications/ certifications and be certified by CGRC CO in order to maintain
their eligibility for SDAP.
    q. Close Quarters Combat Instructor (CQCI): Must be assigned to MSRT, TACLET,
SMTC, or SMTD, and have successfully completed the CQCI course (502938), and be
designated in writing as a CQCI by the respective unit CO.
    r. Command Senior Enlisted Leader (CSEL)*: MCPOCG/CMC/CSC: Member must be
serving in the designated billet specified in Paragraph 3 above.
    s. Cryptological Direct Support Element (CDSE) Watch Supervisors & Operators
aboard Coast Guard Cutters: Member is authorized SDAP upon certification from
unit CO.
    t. Defense Attache Service (DAS) Support Staff*: Member must be serving in a
designated defense attache position assigned within the Department of Defense Attache
System (DAFAS). Enlisted Special Agents must have completed basic training required
for special agents, and be in an assignment under CG PSC directed orders or
assigned to an RPAL position specifically indicating investigation duty.
    u. District 17 Aids to Navigation team: Member is authorized SDAP upon reporting
for duty to an eligible position.
    v. District 8 Marine Inspectors (MIs) and Investigating Officers (IOs) involving
Aerial Flight: Member is authorized SDAP upon qualification/ certification from the
unit CO.
    w. Dive Deployable Team Leader (DTL): Member is authorized SDAP once qualified
as a DTL by unit CO.
    x. Helicopter Rescue Swimmers (RS)*: Members must be assigned to an operational
rescue swimmer position, fulfill all appropriate operational and physical training
requirements and be a designated rescue swimmer on the watch schedule, or have been
deployed TDY in a rescue swimmer capacity for at least 14 days during the month
(any comparable combination of duty and deployment days will suffice). Members of
the rescue swimmer standardization branch and other rescue swimmers at ATC Mobile
who are assigned to operational rescue swimmer billets are included. The unit CO
must certify in writing that the member meets all eligibility requirements for
entitlement.
    y. Honor Guard Members*: Members must achieve qualification as an Honor
Guardsman and be designated by the unit CO.
    z. Independent Duty (FSO) (140, 110, & 87 cutters FS-17 Competency Code)*:
Members are authorized SDAP upon reporting for duty in an eligible billet on a 140,
110, or 87 cutter. The member must acquire the FS-17 competency code within one
year of their reporting date. If the member does not acquire the FS-17 competency
code within one year of their reporting date, SDAP will be suspended until the
FS-17 competency code is authorized by the CS rating force master chief.
    aa. Kingdom of Saudi Arabia (KSA) Maritime Infrastructure Protective Force
Training Advisory Group (MIPFTAG)*: To receive SDAP, enlisted members must be
assigned to this training, and possess the array of training qualifications and
credentials necessary to train Kingdom of Saudi Arabia personnel in Maritime
Security Force strategy and tactics. A member will have SDAP revoked if they are
absent from the unit for greater than 30 days (not including TDY), PCS departure
from MIPFTAG, detached duty Kingdom of Saudi Arabia, or at any time when the
MIPFTAG Program Manager determine the member no longer requires SDAP.
    bb. Leadership and Management School (LAMS) Instructors*: Member is authorized
SDAP upon qualification/ certification from unit CO.
    cc. MSRT Advanced Interdiction (AI) Boat Crew Members (BCM): Member is
authorized SDAP upon qualification/ certification from unit CO.
    dd. MSRT Deployable Team Leader (DTL): Member is authorized SDAP upon
qualification/ certification from unit CO.
    ee. MSRT Tactical Operators (MSRT-TO): Member is authorized SDAP upon
qualification/certification from unit CO.
    ff. MSST Deployable Team Leaders: Must be fully qualified and serving as a
designated Team Leader.
    gg. MTB Deployable Team Leaders and Members: Members must be serving in a
designated team leader or team member billet with command approved qualification
and must deploy at least 175 days per year.
    hh. National Strike Force Response: Members must be serving in a NSF response
billet on the PAL, fulfill the appropriate qualifications for response member (RM),
response technician (RT), or response supervisor (RS), and be designated in writing
by CO of the respective unit.
    ii. NCV MLEA High-Risk Training (HRT) Instructors & MLEA Training Safety
Officers (TSO) who support the Non-Complaint Vessel Pursuit (NCVP) Courses. Must
maintain current qualifications/certifications and be certified by unit CO in
order to maintain their eligibility for SDAP.
    jj. Non-Compliant Vessel (NCV) Pursuit:
       (1) Coxswain Ashore: Member must be serving at a MLEA designated station and
routinely serve in the unit rotational watch schedule as certified NCV coxswain.
       (2) Mission Commander, Coxswain and Crewman Aboard CG Cutters: Member must be
a qualified NCV pursuit coxswain or boat crewmember, must routinely serve in the
unit rotational watch schedule for NCV pursuit purposes, and SDAP is authorized
only when the cutter is under the tactical control of D7, D8, D11 or JIATF South.
SPO and cutter YNs need to pay particular attention to the start/stop dates of
entitlement as this is a major source of administrative error and overpayment.
NCV crews assigned to Fast Response Cutters (FRC) are entitled to SDAP when
operating under the tactical control of D7, D8, D11, JIATF South or a subordinate
unit of those.
    kk. Officer Candidate School (OCS) Company Chief*: Must be an E-7. Must meet the
Special Assignments criteria outlined in Article 1.E.2A of REF (B). Must be a
graduate of the CPOA or a Senior DoD Leadership Academy.
    ll. Officer in charge (OIC)*:
       (1) OIC ashore: Member must meet the qualification requirements for being
assigned as an OIC ashore and serving in a OIC ashore position.
       (2) OIC afloat: Member must meet the qualification requirements for being
assigned as an OIC afloat and serving in a OIC cutter position.
       (3) SDAP is authorized concurrently to a fully qualified acting OIC afloat or
ashore, and the permanently assigned OIC in his/her absence for a period of at
least 30 consecutive days, but not more than 90 days. After 90 days of absence,
SDAP shall be terminated for the permanently assigned OIC, and the acting OIC
will be the sole SDAP recipient for that billet until no longer serving as the
acting OIC.
    mm. Precision Marksman – Aviation (PM-A): Must be fully certified as an aviation
gunner in a deployable billet. Certification must be designated in writing by
unit CO.
    nn. Rating Force Master Chief (RFMC)*: SDAP is started the day the member
reports for duty to an eligible position.
    oo. Recruit Company Commander, Section Commander, and Battalion Commander*:
Member must serve in a billet designated on the PAL, or be temporarily assigned
to a surge billet for at least 30 consecutive days, satisfactorily complete the
in-house training program at TRACEN Cape May, and be designated by the CO.
    pp. SMTC/SMTD High-Risk Training (HRT) Instructors: Members must maintain
current qualifications/certification and complete the HRT instructor certification
in order to maintain their eligibility for SDAP. Final approval for designation
determined by unit CO.
    qq. Surfman Qualified: Member must be serving in a surfman billet or stationed
at a surf station and routinely serve in the unit rotational watch schedule as a
certified operational surfman.
    rr. TACLET Deployable Team Leader: Must be certified and designated by CO.
    ss. TACLET Tactical Operator (TO): Must be certified and designated by CO.
    tt. Tactical Certified Coxswain: Tactical Coxswains meeting all requirements
for a Coxswain on this boat type and performing operations associated with the
Ports, Waterways, and Coastal Security (PWCS) mission. This mission includes
multi-boat escorts/security zones, and tactical boat maneuvering (shadow,
intercept, herding, and shouldering). Must complete Tactical Any/Type PQS, and
be certified by CO/OIC as a Tactical COXN.
    uu. White House President (EOC)*: Member must be qualified as a PEOC watch
non-commissioned officer.
    vv. White House Situation Room Team Member*: Member must be assigned to the
White House Situation Room.
5. Reservists performing any type of duty, including active duty for training
(ADT), Inactive Duty Training (IDT), Active Duty Operational Support (ADOS), and
Involuntary Recall, are entitled to SDAP on a prorated basis. Member must meet
the eligibility requirements listed above.
6. SDAP eligibility terminates the day before the member departs PCS, the date the
member is removed from duty by competent authority (e.g., relief for cause), or
once the member is no longer qualified (e.g., does not complete four watches
during a month as a Rescue Swimmer or deployed TDY for 14 days as a Rescue Swimmer
or any combination of both during the month, does not meet or is not expected to
meet the 175 days deployment, TDY, etc.). Additionally, SDAP terminates the day
a member departs a unit with no expectation of return prior to separation or
retirement (e.g., leave or permissive orders).
7. Starting FY20, SDAP will transition into two separate categories, Special Duty
Pay (SDP) and Assignment Pay (AP). SDP will be designed to recognize Service
members assigned duties that are determined to be extremely demanding, require
a greater than normal degree of responsibility or difficulty, or require special
qualifications. Assignment Pay will be designed to encourage Service members
to volunteer for difficult-to-fill assignments, locations, or units as
determined by the Panel. All SDAP programs marked with an * above were
determined to meet the criteria to be considered for Assignment Pay for FY20.
Items considered AP will be evaluated for movement to the Coast Guard Pay
Manual, COMDTINST M7220.29 (series) and require less frequent evaluation. Some
positions may receive both SDP and AP; which may result in a lower SDP level based
on the fact that the position will also receive an AP. The end result will be the
position receiving the same payout as the higher level when combining the AP and
SDP amounts. Example: In FY20 a National Strike Force Member would receive an
AP-1 with a Technician receiving an additional SDP-1 once they have met the
requirements for SDP; when combined the AP-1 and SDP-1 will result in a National
Strike Force Technician receiving the same payout as they did with SDAP-2.
8. The FY20 SDAP panel (to determine FY20 SDAP authorizations) will convene in
May 2019. Additional info will be announced in a separate ALCOAST message.
9. COs shall notify their SPOs of member SDAP eligibility including certifying
the documentation for a reservist. SPOs shall submit the proper Direct Access
input to commence/terminate SDAP payment as appropriate.
10. REF (C) outlines SDAP policy. Questions about SDAP eligibility should be
