SUBJ: SEXUAL ASSAULT PREVENTION, RESPONSE, AND RECOVERY (SAPRR) STRATEGIC PLAN 2018-2022
1. Today, I am releasing the Coast Guard Sexual Assault Prevention, Response, and Recovery
(SAPRR) Strategic Plan for 2018-2022.
2. The Coast Guard is making important strides toward the goal of eliminating sexual assault
from our ranks, but there is much more still to accomplish. This plan reinforces our mission
to eliminate sexual assault from our Service by establishing clear goals and objectives in
five critical areas: Climate, Prevention, Response, Recovery, and Accountability.
3. The development and execution of the 2013-2017 SAPR Strategic Plan instituted a baseline
knowledge and understanding of the SAPR program and developed a framework for cultivating a
skilled cohort of professionals to serve our workforce and their families. These actions
enabled the Coast Guard to purposefully transition its efforts toward prevention and recovery
strategies while maintaining existing momentum in the goals of climate, response, and
accountability. In this new plan, the Coast Guard has formally integrated recovery as an
element in our sexual assault program – changing its official name to the Sexual Assault
Prevention, Response and Recovery (SAPRR) Program. The goal of recovery was added to elevate
awareness for comprehensive victim-centered support during the initial response and beyond.
4. To ensure that every member of our Coast Guard family has access to the plan, it is
available at the following sites: https://www.dcms.uscg.mil/saprr/ and
https://www.overview.uscg.mil/Resource_Library/. Copies of the SAPRR Strategic Plan will be
distributed by mail in the coming weeks to Area and District Commanders. All Coast Guard
unit commanders, commanding officers, officers in charge, deputy/assistant commandants,
and chiefs of headquarters staff elements shall read and support the execution of this plan.
